Recommendation
Adopt Resolution, as required by the California Governor’s Office of Emergency Services, to amend Resolution No. 2024-139 to correct the grant ending date from September 30, 2024 to September 30, 2025 and authorize the District Attorney, Victim Services Chief, and Chief District Attorney Administration to execute and submit grant budget modifications and claims for expense reimbursement related to the grant.

Approval of this item will not result in the additional use of Discretionary General Funding (Net County Cost) as the recommended resolution amending Resolution No. 2024-139 corrects an error and is non-financial in nature.
BACKGROUND INFORMATION
On September 24, 2024 (Item No. 33), the Board of Supervisors (Board) adopted Resolution No. 2024-139 authorizing the Victim Services Chief for San Bernardino County District Attorney’s Office (Department) to electronically execute and submit, on behalf of the Board, the Grant Application for the Victim Witness Assistance Program to the California Governor’s Office of Emergency Services (Cal OES). Resolution No. 2024-139 contained a typographical error in the grant ending date. This item requests the adoption of a resolution that amends Resolution No. 2024-139 to correct the ending date from September 30, 2024 to September 30, 2025, as required by Cal OES.
In addition, Cal OES implemented a new grants management system in the fall of 2024. The user roles in the new system have more restrictions and only certain roles are allowed to submit requests for grant budget modifications or submit claims for expense reimbursement. The Department requests approval of the Resolution amending Resolution No. 2024-139 to authorize the District Attorney, Victim Services Chief and Chief District Attorney Administration to execute and submit grant budget modifications and claims of expense reimbursement. This will allow the Department flexibility to execute and submit required documents and expense reimbursement claims and avoid delays in fiscal management of the grant.
The correction does not change the Department’s service obligations that are required by the grant agreement or funding amounts.
