RECOMMENDATION(S)

Recommendation

1.                     Approve Capital Improvement Program project for Preschool Services Department Needs Assessment project (CIP No. 20-187) in the amount of $95,000, for Real Estate Services to provide assistance with the acquisition of land and development of project scope, cost estimates, and other deliverables to complete the Head Start 1303 federal application at the Barstow, Crestline, and Grand Terrace sites.

2.                     Approve appropriation and revenue adjustments to fund the Capital Improvement Program project and authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact Section. (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The Real Estate Services Department (RESD) will provide consultant services to the Preschool Services Department (PSD) in the amount of $95,000 for preliminary work required in order to proceed with Capital Improvement Program (CIP) projects funded by the United States Department of Health and Human Services, Administration for Children and Families (ACF) grant.  This item will allow the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to the 2019-20 CIP budget:

BACKGROUND INFORMATION

PSD receives funding from ACF for the operation of the Head Start and Early Head Start Programs, providing comprehensive developmental and preschool services in San Bernardino County. In December, PSD received an amended grant award from AFC (Board approved December 10, 2019, Item No. 22) with additional funding to be used for needed supplies, equipment and facility improvements at PSD’s Head Start/Early Head Start school sites.  The amended award included $95,000 dedicated to facility projects (CIPs) in Barstow, Crestline and Grand Terrace.

 

PSD will utilize the services of RESD to perform the preliminary work to provide costs and documentation for PSD to complete and submit a 1303 federal application to ACF for approval.  The CIP projects approved by ACF include the land purchase and construction of a parking lot in Barstow, purchase and installation of a modular unit in Crestline, and a construction of a parking lot in Grand Terrace.  Upon approval of this item, PSD will have RESD begin the preliminary work to ensure all projects are completed within federal funding timelines.
