Recommendation
Approve Amendment No. 1 to Contract No. 24-979 with Rasmussen Brothers Construction, Inc., increasing the total contract amount by $127,902, from $715,000 to $842,902, and extending the construction completion date by 91 days, from January 9, 2026 to April 10, 2026, for the Prado Tent Campground Restroom Addition Project in Chino (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The contract amendment in the amount of $127,902 is within the Prado Tent Campground Restroom Addition (Project) (WBSE No. 10.10.1396) project budget of $1,394,655. The budget consists of $544,655 in American Rescue Plan Act funds and $850,000 in Federal Earmark funds as approved by the Board of Supervisors of June 10, 2025 (Item No. 136).

BACKGROUND INFORMATION
The Prado Regional Park tent campground does not have any restrooms or showers, and the distance to the closest available restrooms and showers exceeds the travel requirements of the American with Disabilities Act (ADA) for persons with disabilities to access these facilities. The Project will construct a new ADA-compliant restroom and shower facility, ADA van accessible parking, and ADA-compliant path of travel for the restrooms and showers at the tent campground area.
On October 25, 2022 (Item No. 82), the Board of Supervisors (Board) approved the Project with an initial budget of $2,920,655.
On May 7, 2024 (Item No. 37), the Board determined the Project to be categorically exempt from further review under Section 15303, Class 3, Subsection (e) of the California Environmental Quality Act Guidelines (Title 14, California Code of Regulations) which pertains to new construction of accessory (appurtenant) structures including garages, carports, patios, swimming pools, and fences. The Board also approved the plans and specifications for the Project and authorized the Project and Facilities Management Department (PFMD) to advertise competitive bids.
On May 10, 2024, PFMD advertised competitive bids and on July 11, 2024 bids were publicly opened.
On October 8, 2024, (Item No. 26), the Board awarded a construction contract for the Project in the amount of $715,000 to Rasmussen Brothers Construction, Inc. (Contractor) as the lowest responsive and responsible bidder. The Board also approved a budget adjustment decreasing the total Project budget by $1,526,000 from $2,920,655 to $1,394,655.
Following award of the construction contract, it was determined that the bid documents issued as part of the May 10, 2024 solicitation were incomplete and did not include the full design for the sewer, electrical, and domestic water systems, nor the site furnishings and building signage. PFMD subsequently obtained the complete design documents and, on October 30, 2025, issued Bulletin No. 1 to the contractor. Bulletin No. 1 incorporated the complete design for the force main sewer system, including submersible pumps, controls, and pump housing; a comprehensive electrical design, including all required equipment and enclosure details; a complete domestic water system design, including service connections and backflow enclosure; and all site furnishings and building signage.
Approval of Amendment No. 1 will compensate the Contractor, in the amount of $127,902, for the additional scope of work required to incorporate complete design for the sewer, electrical, domestic water, and site requirements that were not specified in the bid documents. It will also extend the construction completion date by 91 calendar days, increasing the total contract time from 200 to 291 calendar days to complete the additional scope of work.
This Project is consistent with County Administrative Office approved CIP request No. 23-089.
Public Contract Code section 20136 requires all change orders and amendments to construction contracts to have a four vote approval by the Board.
