Recommendation
1. Acting as the governing body of San Bernardino County Flood Control District:
a. Find that the approval of the Rancho Cucamonga New Yard Construction Project is an exempt project under the California Environmental Quality Act Guidelines, Section 15303(c), Class 3 (New Construction or Conversion of Small Structures).
b. Approve Memorandum of Understanding with San Bernardino County, through its Project and Facilities Management Department, for project management services for the Rancho Cucamonga New Yard Construction Project.
c. Approve plans and specifications for the Rancho Cucamonga New Yard Construction Project located at 12158 Baseline Road, in Rancho Cucamonga.
d. Authorize the Project and Facilities Management Department to advertise for competitive bids for the Rancho Cucamonga New Yard Construction Project on behalf of the San Bernardino County Flood Control District.
e. Direct the Project and Facilities Management Department to file the Notice of Exemption in accordance with the California Environmental Quality Act.
2. Acting as the governing body of San Bernardino County, approve Memorandum of Understanding with San Bernardino County Flood Control District for the management and delivery of the Rancho Cucamonga New Yard Construction Project.

FINANCIAL IMPACT
The proposed Memorandum of Understanding (MOU) between San Bernardino County (County) and San Bernardino County Flood Control District (District) has no financial impact on the respective budgets of the two entities. Services provided under the MOU are funded within individual project budgets approved by the Board of Supervisors (Board) as part of the Capital Improvement Program (CIP).
Approval of the bid documents and the solicitation of competitive bids will not result in the use of Discretionary General Funding (Net County Cost). The Rancho Cucamonga New Yard Construction Project (Project) (WBSE 10.10.1333) budget of $5,710,171 is funded from the District Special Assessment Property Tax Revenue as approved by the Board as part of the 2024-25 CIP budget. On June 12, 2018 (Item No. 125), the Board approved the Project’s plans and specifications under CIP Project No.19-050 (WBSE 10.10.0692) as part of the 2018-19 County budget.
BACKGROUND INFORMATION
The proposed MOU between the County and District clarifies the duties and responsibilities of both parties regarding project management services rendered by the County, through its Project and Facilities Management Department (PFMD), for the District’s Project.
Approval of this item will authorize PFMD to solicit competitive bids on behalf of the District for the Project located at 12158 Baseline Road, in Rancho Cucamonga. The Project will construct a new 4,000-square-foot two-story steel building that will provide additional district offices and staff meeting space, mechanical and equipment storage, vehicle service bays, update parking lot, wash rack, asphalt drive isle, concrete masonry site walls, chain-link site walls, enhance security, and a new emergency backup generator. The existing building used by the District has exceeded its useful lifecycle, and the new building will provide much needed office space.
The Project was reviewed pursuant to the California Environmental Quality Act (CEQA) and determined to be categorically exempt under Section 15303(c), Class 3 (New Construction or Conversion of Small Structures), of the CEQA Guidelines (Title 14, California Code of Regulations).
This Project is consistent with County Administrative Office approved CIP Project No. 23-042.
PROCUREMENT
No procurement is required for the MOU between the County and District.
PFMD anticipates advertising for competitive bids for the Project on November 22, 2024. A mandatory pre-bid meeting for prospective bidders is anticipated to be scheduled for December 10, 2024, at 10:00 a.m. at 12158 Baseline Road in Rancho Cucamonga. The bid opening is anticipated to be scheduled for January 16, 2025, at 2:00 p.m. at PFMD, 620 South E Street in San Bernardino.
Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
