RECOMMENDATION(S)
Recommendation
1. Approve Employment Contract with Sukalpa John Dutta, M.D., to provide mobile healthcare services in the amount of $436,800, for the period of June 28, 2025 through June 27, 2028, with the option to extend for two successive one-year periods.
2. Authorize the Director of the Department of Public Health to execute amendments to extend the term of the contract for two successive one-year periods on behalf of the County, subject to County Counsel review.
3. Direct the Director of the Department of Public Health to transmit all amendments to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The $175 per hour cost up to 16 hours per week (on a per-diem basis), for a total contract amount of $436,800 ($145,600 per year) is funded by Medi-Cal, private pay, and 1991 Realignment funding. Adequate appropriation and revenue have been included in the 2024-25 Department of Public Health (DPH) budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The recommended contract with Dr. Sukalpa John Dutta, M.D. (Dr. Dutta), will provide mobile health care services to expand access to other areas and events throughout the county. Services include health screenings and physicals, various tests for conditions such as diabetes, high blood pressure, urinary tract infections, pregnancy, sexually transmitted infections, etc., limited vaccinations (flu and COVID), and basic urgent care services.
Under the recommended contract, Dr. Dutta will primarily work part-time with the Medical Mobile unit at various locations throughout the county, providing health care services, and may also be assigned to work at one of the departments Federally Qualified Health Centers, when not scheduled to work on the mobile unit. In addition, Dr. Dutta will attend DPH Clinic Operation meetings, participate in pertinent trainings, and engage in continual medical education opportunities to maintain core and specialty competencies.
The recommended contract will be effective the pay period following Board approval and the required onboarding and background clearance process, and remain in effect until June 9, 2028, but may be terminated by either party without cause upon a 14-day written notice to the other party.
