RECOMMENDATION(S)
Recommendation
1. Accept the following grant awards from the United States Department of Health and Human Services, Health Resources and Services Administration to support prevention, preparation, and response to COVID-19, for the period of April 1, 2020 through March 31, 2021:
a. Ryan White HIV/AIDS Program Part A COVID-19 Response (Award No. 1 H9AHA36949-01-00), in the amount of $298,933.
b. Ryan White HIV/AIDS Program Part C Early Intervention Services COVID-19 Response (Award No. 1 H7CHA37276-01-00), in the amount of $133,415.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the adjustments as indicated in the Financial Impact section below to the Department of Public Health 2019-20 budget in the amount of $432,348 for the Ryan White HIV/AIDS Program Part A and Ryan White HIV/AIDS Program Part C Early Intervention Services COVID-19 Response funding (Four votes required).
3. Authorize the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to accept non-substantive amendments to the grant awards, on behalf of the County, subject to review by County Counsel.
4. Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to transmit all documents in relation to the grant awards to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant awards from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the Ryan White HIV/AIDS Program Part A ($298,933) and Ryan White HIV/AIDS Program Part C Early Intervention Services (EIS) ($133,415) COVID-19 (coronavirus disease) Response funding does not require a match. The Department of Public Health (DPH) is requesting a $432,348 budget adjustment to the 2019-20 budget for this COVID related funding. Adequate appropriation and revenue will be included in DPH’s 2020-21 recommended budget.

BACKGROUND INFORMATION
The Ryan White Part A program provides assistance in developing and enhancing access to a comprehensive continuum of high quality, community-based medical care and support services for low-income individuals with HIV and their families. The Ryan White Part C EIS program provides services that include comprehensive HIV primary care services, including medical case management, mental health and substance abuse screening and referral, oral health care services referral, and specialty health services referral.
The funding for Ryan White Part A and Ryan White Part C EIS COVID-19 Response is to be utilized for the prevention, preparation, and responding to COVID-19, as needs evolve for Ryan White Part A and Ryan White Part C EIS program recipients. DPH may use the funding to support a wide range of in-scope (allowable Ryan White Part A and Ryan White Part C EIS) activities including, but not limited to: client education, COVID-19 screening, testing and laboratory services, adding providers or personnel, training, purchase of vehicles to transport patients or clinic/program personnel, supplies, equipment, and health information technology.
On April 14, 2020, DPH received the COVID-19 Response grant awards from HRSA for the Ryan White Part A (Award No. 1 H9AHA36949-01-00) in the amount of $298,933 and the Ryan White Part C EIS (Award No. 1 H7CHA37276-01-00) in the amount of $133,415, both for the period of April 1, 2020 through March 31, 2021. Approval of this item will allow DPH to accept the grant awards for the Ryan White Part A and Ryan White Part C EIS COVID-19 Response funding and authorizes the Chairman of the Board of Supervisors (Board), the Chief Executive Officer, or the DPH Director to accept non-substantive amendments to the grant awards, on behalf of the County, subject to review by County Counsel.
This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval by the Board at this time will not impact DPH services or activities as the funding will allow reimbursements for Ryan White Part A and Ryan White Part C EIS COVID-19 related services and activities.
