Recommendation
Acting as the governing body of the Big Bear Valley Recreation and Park District:
1. Find that the Big Bear Ranch Court Removal/Renovation Project is exempt under the California Environmental Quality Act, Section 15301(l) demolition and removal of small structures and 15301(d) restoration/rehabilitation of deteriorated facilities.
2. Approve plans and specifications for the Big Bear Ranch Court Removal/Renovation Project.
3. Authorize the Director of the Department of Public Works to advertise the Big Bear Ranch Court Removal/Renovation Project for competitive bids.
4. Direct the Clerk of the Board of Directors to file and post the Notice of Exemption for the Big Bear Ranch Court Removal/Renovation Project as required under the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Big Bear Ranch Court Removal/Renovation Project (Project) will be funded through the Big Bear Valley Recreation and Park District’s (BBVRPD) Capital Improvement Program (CIP) budget. Sufficient appropriation and revenue exists within the CIP’s 2021-22 budget for the Project (WBSE 30.30.0107).
BACKGROUND INFORMATION
Big Bear Ranch, a facility operated by the BBVRPD, was once used for tennis camps and clinics throughout the warmer months. Over time, interest in renting the facility to run these clinics dwindled. Through diminished use and increased vandalism, the cabins became damaged/deteriorated and are no longer serving any occupants. Risk Management performed an assessment of the structures to determine the cost to repair the cabins and bring them up to ADA standards. Department of Public Works - Special Districts (Special Districts) staff subsequently concluded that the estimated repair costs far exceed the income that could be produced by the tennis camps. Consequently, Special Districts recommends demolition of the cabins. This action would discourage and abate potential problems caused by vagrancy and vandalism. After the cabins are removed, future plans may be developed to revitalize the area for the addition of different amenities.
Two tennis courts will be resurfaced as part of the Project to prevent further damage from weather. One court will be restructured from asphalt into a sustainable concrete surface, and both courts will be reconfigured into a total of eight pickleball courts. A growing interest in pickleball, as well as continued community support for the game, has resulted in the need for the Project.
Special Districts staff has reviewed the Project and determined that a categorical exemption exists in accordance with the California Environmental Quality Act (CEQA) Guidelines, Section 15301 subdivisions (d) (restoration or rehabilitation of deteriorated or damaged structures) and (l) (demolition and removal of individual small structures). The Class 1 exemption allows for restoration or rehabilitation of deteriorated or damaged structures and demolition and removal of individual small structures. When the Board of Directors (Board) considers the environmental finding, the filing and posting of a Notice of Exemption is recommended.
PROCUREMENT
Upon Board approval of this item, the Project’s bid process will begin with issuance of an advertisement for bids in the County’s Electronic Procurement Network (ePro) in accordance with Section 22037 of the California Public Contract Code. After the bid process is completed, Special Districts will return to the Board with a recommendation for award of the construction contract.
