Recommendation
1. Approve the plans and specifications for the Valley Boulevard and Other Roads Project in the Bloomington area, as signed and sealed by a registered civil engineer.
2. Authorize the Director of the Department of Public Works to advertise the Valley Boulevard and Other Roads Project in the Bloomington area for formal bids.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Valley Boulevard and Other Roads Project in the Bloomington area (Project) will be funded with Senate Bill 1 (SB 1) Road Maintenance and Rehabilitation Account (RMRA) funds. The requested actions are administrative in nature with minimal financial impact. Sufficient appropriation and revenue have been included in the Department of Public Works (Department) 2022-23 Road Operations budget (6650002000 14H15017).
BACKGROUND INFORMATION
The Project involves pavement rehabilitation on Valley Boulevard, from Alder Avenue to Spruce Avenue (excluding Cedar Avenue intersection), and on Cedar Avenue, from Bloomington Avenue to Randall Avenue as well as pavement reconstruction on Slover Avenue, from Locust Avenue to Linden Avenue. Other improvements include:
1. Signing and striping improvements;
2. Constructing new and updating existing curb ramps at various locations in accordance with current design standards and pursuant to the Americans with Disabilities Act (ADA) guidelines;
3. Repairing sidewalks, spandrels and cross-gutters; and
4. Upgrade the traffic signals at the intersection of Valley Boulevard and Linden Avenue with video detection system to enhance traffic circulation and additional work as required.
All work for the Project will be done within the existing right-of-way.
The Project was prioritized by the Board of Supervisors (Board) as part of the 2019-20 SB 1 RMRA project list approved on April 30, 2019 (Item No. 53). Constructing new and updating existing curb ramps to be ADA compliant in the Project area are required for the subject road improvements under the federal “2013 DOJ/DOT Joint Technical Assistance on the Title II of the Americans with Disabilities Act Requirements to Provide Curb Ramps when Streets, Roads, or Highways are Altered thorough Resurfacing” guidelines.
On May 24, 2022 (Item No. 82), the Board determined the Project was exempt under the California Environmental Quality Act, approved the Project as defined in the Notice of Exemption, and directed the Clerk of the Board to file and post said notice.
The Project aligns with the County and the Chief Executive Officer’s goals and objectives of ensuring development of a well-planned, balanced and sustainable County by preserving and improving the structural integrity of existing road surfaces and providing for the safety of County residents by improving access for all pedestrians.
The Project’s specifications include an allowance in the amount of $125,000 for unforeseen differing site conditions associated with utility conflicts and/or soil conditions.
PROCUREMENT
The Project will be advertised to invite formal bids in accordance with Section 22037 of the California Public Contract Code. The Department anticipates returning to the Board for an award of the construction contract in Fall 2022.
