RECOMMENDATION(S)

Recommendation

1.                     Find the Yucaipa Regional Park RV Camping Infrastructure for Modular Shower/Restroom Project is exempt under the California Environmental Quality Act (CEQA) Guidelines, Existing Facilities, Section 15301 (a)(c)(d), Replacement or Reconstruction Section, 15302 (b). 

2.                     Approve the plans and specifications, and authorize the Deputy Director of the Real Estate Services Department - Project Management to advertise for competitive bids for the Yucaipa Regional Park RV Camping Infrastructure for Modular Shower/Restroom Project, located at 33900 Oak Glen Rd. in Yucaipa.

3.                     Direct the Clerk of the Board to file and post the Notice of Exemption of the Project as required under California Environmental Quality Act.

4.                     Approve appropriation and revenue adjustments for the Yucaipa Regional Park RV Camping Infrastructure for Modular Shower/Restroom Project, and authorize the Auditor-Controller/Treasure/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact Section. (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The Yucaipa Regional Park RV Camping Infrastructure for Modular Shower/Restroom Project (Project) original budget of $500,000 is funded by the Community Development Block Grant Fund as approved by the Board of Supervisors (Board) as part of the 2020-21 Capital Improvement Program (CIP) budget. An increase of $450,000 in CDBG funding is being requested in order to procure and install an additional prefabricated restroom at the Tent Campground area. The budget adjustments below will increase the project budget by $450,000, for a total project budget of $950,000.

BACKGROUND INFORMATION

Approval of this item will allow the Real Estate Services Department - Project Management (RESD-PM) to solicit competitive bids for the Project. The Project will install two new owner furnished modular prefabricated shower restroom buildings, and includes civil site work, infrastructure utilities and accessible path of travel from parking lot and recreational parking camp site for Yucaipa Regional Park. This meets the County goals of Improving County Government Operations, and Operating in a Fiscally-Responsible and Business-Like Manner.

 

It is recommended that the Board determine the Project to be categorically exempt from further review under Section 15301 (a)(c)(d) (Existing Facilities) and Section 15302 (b) (Replacement or Reconstruction) of the California Environmental Quality Act Guidelines (CEQA) (Title 14, California Code of Regulations). As evidenced by the Notice of Exemption, Section 15301 provides categorical exemption for projects involving minor alteration of Class 1 Existing Facilities with no or negligible expansion of use. Subsections (a), (c) and (d) include project elements related to the exterior Americans with Disabilities Act (ADA) alterations.  Additionally, Section 15302 further supports the ADA barrier removal and addition of a new restroom.  All work involved in this Project is consistent with Class 1 and 2 exemptions. 

 

This Project is consistent with County Administrative Office approved CIP Request No. 21-093 (WBSE 10.10.1089).

 

PROCUREMENT

RESD-PM will advertise the Project for competitive bids on October 30, 2020.  A Mandatory Pre-Bid Meeting for prospective bidders is scheduled for November 10, 2020, at 10:00 a.m. at the Yucaipa Regional Park located at 33900 Oak Glen Rd, Yucaipa, California.  The bid opening for the Project is scheduled for November 24, 2020, at 2:00 p.m. at RESD-PM.

 

Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
