FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  Regional Parks Department (Department) will continue to receive $100 a month for the lease of the Leisure Shores building at Lake Gregory Regional Park

 

BACKGROUND INFORMATION

The Crest Forest Senior Citizens’ Club (CFSCC) was formally established on March 15, 1960. The organization had 150 members in 1960 and currently has a membership of 250.  Over its 60 year history in the Crestline Community the CFSCC has provided countless hours of community service.  At this time the CFSCC manages three free senior lunches a week that are funded through grants administered by the Department of Aging & Adult Services.  These lunches are especially important in light of COVID-19 and the requirements for our aging population to socially distance.  All lunches are currently being provided in a drive-up environment where the members have no physical contact with staff. 

  

The Leisure Shores building is located at the east end of Lake Gregory and was originally used as a bath house when Lake Gregory was a private resort.  The CFSCC first occupied the Leisure Shores building in August of 1980 through a lease approved by the Board of Supervisors on July 28, 1980 (Item No. 27). This original term of the contract was ten years. The contract was amended and approved by the Board on March 25, 1985 (Item No. 24) to extend the lease to a twenty-five year term, expiring on August 2005.

 

In 2005, severe winter storms caused flooding that damaged the Leisure Shores building rendering it inhabitable.  To allow time for an assessment of the building and determine an appropriate course of action the CFSCC was relocated to the San Moritz Lodge, under Amendment No. 2 approved by the Board on June 14, 2005 (Item No. 32). This amendment also extended the lease term to April 10, 2007.  On April 10, 2007 the Board approved a new agreement (Item No. 28) with the CFSCC for the continued use of the San Moritz Lodge through December 31, 2010.

 

In March 16, 2010 (Item No. 17), the Board approved a contract for the renovation of the Leisure Shores building and parking lot.  The renovation work was completed in August 2010 and on August 24, 2010 the Board approved Agreement No. 10-853 (Item No. 77) for use of the Leisure Shores building for a period of ten years and four months, expiring December 31, 2020.

 

CFSCC contacted the Department in the beginning of 2020, requesting to exercise their first option to extend the term of the agreement for a period of five years.  Approval of this amendment will allow CFSCC the continued use of the Leisure Shores building and the continuance of the senior lunch program, a valuable service to the community.
