RECOMMENDATION(S)
Recommendation
1. Find that it is in the best interest of the County to continue to use NEC Corporation of America as the standard equipment, software, and services for CAL-ID Automated Fingerprint Identification System.
2. Approve Contract with NEC Corporation of America, in the amount of $6,094,669, effective June 10, 2025 and continuing for six years, as required by NEC Corporation of America, after system acceptance with an option to extend for two additional years to upgrade the existing Automated Fingerprint Identification System, including equipment and licensed software, programing and installation services and maintenance.
3. Authorize the Sheriff/Coroner/Public Administrator or Undersheriff to accept the work when 100% complete, and sign off to confirm proper delivery of services.
4. Authorize the Auditor-Controller/Treasurer/Tax Collector to post necessary budget adjustments to the Sheriff’s Regional CAL-ID Budget for 2024-25 as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
This item will not result in the use of Discretionary General Funding (Net County Cost). The total contract with NEC Corporation of America is $6,094,669 and will be funded by the CAL-ID Regional Automated Fingerprint Identification System’s (AFIS) operating fund (7080008836). AFIS is funded by Court fines, Live Scan fees, vehicle registration fees, per capita assessments fees and contribution from Riverside.
The Contract includes one-time costs for software, programming and installation services in the amount of $3,287,378. The Sheriff/Coroner/Public Administrator (Department) requests the Auditor-Controller/Treasurer/Tax Collector to post the adjustments to the 2024-25 budget, as detailed below:

BACKGROUND INFORMATION
Approval of this item will upgrade and migrate San Bernadino/Riverside County Sheriff’s Departments (“SBRV”) existing Multi-modal Biometric Identification Solution (MBIS) platform to the Microsoft Azure Cloud. As part of this effort, NEC will upgrade the system to the latest Integra-ID software system version, which focuses on the integration of proven cloud infrastructure that can fully support all of SBRV’s identification requirements.
In 1985, the California Department of Justice (CAL-DOJ) created a statewide fingerprint identification network known as CAL-ID, divided into eight regions, each using AFIS to allow access to the State's fingerprint database and to provide fingerprint identification services to law enforcement agencies within each of those regions. In the same year, Riverside and San Bernardino Counties joined to form and operate one of those regions which is governed, along with member cities, through the Remote Access Network (RAN) Board pursuant to Penal Code Section 11112.4.
The Riverside and San Bernardino CAL-ID AFIS is used to organize, store, analyze, and transmit fingerprint data to and from servers within other CAL-ID network participating agencies. For this network, CAL-DOJ wanted consistency throughout the state to provide all of the regions' AFIS with reciprocal connectivity and communications to the State CAL-ID database.
Since the inception of the regional network, Riverside and San Bernardino Counties have used NEC for all AFIS equipment, software, and maintenance needs. This has ensured interoperability and integration, avoiding problems experienced by other regional networks that contracted with other vendors. By utilizing NEC, the regional network has also been able to better identify individuals by establishing Memoranda of Understanding for searching fingerprints with the Federal Bureau of Investigation, the Las Vegas Metropolitan Police Department, and the Western Identification Network, which is comprised of the nine western states.
The proposed upgrade to the Regional CAL-ID AFIS will use current technology to improve the availability, accuracy, interoperability, and flexibility of the system, which will allow the Department to increase its ability to handle the increased workload. The existing "lntegra" archive platform will be refreshed to increase storage capacity from 3.5 to 6.4 million fingerprint records. The operating system will also be upgraded to provide the most recent MBIS (fingerprint, palmprint, face, and iris) to the network. Additionally, the upgrade will improve full system disaster recovery capability to less than eight hours after the declaration of a disaster. The estimated useful life expectancy of the equipment included in the upgrade is approximately six to eight years, which coincides with the recommended term of the contract.
Maintaining NEC will provide uninterrupted data migration to the new system without data loss and will eliminate costs associated with data conversion and validation to different vendor's systems. Additionally, changing to a different vendor's system would require the Department to develop, test, configure, and re-validate user interface with the new system, resulting in additional costs.
The Department recommends approval of this item so that San Bernardino and Riverside Counties, along with member cities, may continue to jointly operate and upgrade the CAL-ID
AFIS.
PROCUREMENT
County Policy 11-04 requires departments to obtain Board of Supervisors approval for the competitive and non-competitive purchase of services exceeding $200,000 annually. NEC’s AFIS is an existing system that is proprietary in nature, which precludes any other vendor from providing the required system maintenance and system support. The Purchasing Department concurs that a non-competitive justification of proprietary rights exists with NEC’s AFIS system.
