RECOMMENDATION(S)

Recommendation

Authorize the Purchasing Agent to establish a total aggregate spending amount of $2.4 million with American Medical Response of Inland Empire, for the period of October 7, 2025 through October 6, 2028, for the provision of ground ambulance medical transportation services for incarcerated individuals housed at the County’s detention centers.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The estimated annual cost for these services is $800,000 for a total aggregated amount of $2.4 million. Sufficient appropriation is included in the Sheriff/Coroner/Public Administrator’s (Department) 2025-26 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Approval of the recommendation will allow the Department to obtain ground ambulance medical transportation services to medical facilities, as needed, for sick or injured incarcerated individuals at the Department’s detention centers.

 

In 1984, Inland Counties Emergency Medical Agency (ICEMA), acting in its capacity as San Bernardino County's local emergency medical service agency, established an emergency medical services plan that included establishing exclusive operating areas (EOAs) for ground medical transportation services for emergency and inter-facility medical transportation needs, as allowed under California Health and Safety Codes sections 1797.76, 1797.85, 1797.103, 1797.224, and 1797.226. A total of 26 EOAs currently exist within the County.

 

On May 8, 2012 (Item No. 47), the Board of Supervisors (Board) approved Contract No. 12-254, with American Medical Response of Inland Empire (AMR) to provide ground ambulance medical transportation services to ICEMA, which replaced the existing and expiring ground medical transportation service contract between ICEMA and AMR for its various (EOA Nos. 1-7 and 9) urban exclusive operating areas.

 

Subsequently, Contract No. 12-254 has been amended nine times, extending the contract term and amending the End Term Provisions, for the transition period of the contract, extending the contract automatically, in 6-month increments, in the event the request for proposal process and the new agreement are not completed prior to the termination date of the contract. The Department has leveraged Contract No. 12-254 for the spending authority for these services.

 

County Policy 11-04 requires Board of Supervisors approval for service contracts that exceed $200,000 annually.
