Recommendation

Approve Amendment No. 1, effective May 18, 2021, to Contract No. 18-291 with Children’s Fund, Inc., increasing the total contract amount by $131,400, from $259,200 to an amount not to exceed $390,600, and executing the first option to extend the contract period for an additional year, for a total contract period of July 1, 2018 through June 30, 2022.

FINANCIAL IMPACT

This item has no impact on Discretionary General Funding (Net County Cost).  The increase of $131,400 to the revenue contract is 100% funded by Children’s Fund, Inc. (Children’s Fund) to continue supporting the emergency needs voucher program, benefitting children and youth referred by the Preschool Services Department (PSD).  Adequate appropriation and revenue have been included in PSD’s 2020-21 budget and will be included in the 2021-22 recommended budget. 

 

BACKGROUND INFORMATION

On May 22, 2018 (Item No. 75), the Board of Supervisors approved Revenue Contract No. 18-291 with Children’s Fund, Inc. to support Preschool Services Department and at-risk children and youth services, in an amount not to exceed $259,200, for the period of July 1, 2018 through June 30, 2021, with options to extend for two additional one-year periods.

 

Children’s Fund is a non-profit 501(c)(3) organization founded in 1986 and is the County of San Bernardino’s (County) public/private partnership component of the Children’s Network, a governmental agency under Human Services whose role is to bring together all agencies within the County that serve children and facilitate collaboration and information. 

 

The mission of Children’s Fund is to ensure that children, age birth to eighteen, and transitional-aged foster youth, age eighteen to twenty-five, who are at-risk of abuse, neglect, abandonment,  receive adequate food, shelter, and clothing.  Children’s Fund helps to provide programs that match children in need to available resources and services through a comprehensive resource distribution network.  Since its inception in 1986, Children’s Fund has served more than 1,200,000 children in San Bernardino County through programs designed to meet the specific needs of at-risk children and youth.

 

PSD received notice on March 30, 2021, that additional funding was available through Children’s Fund.  The recommended amendment includes an additional $45,000, which will increase the available funds for the voucher program and extend the program an additional year, to assist families with emergency needs through June 30, 2022.

 

PSD will continue to oversee the operations of the emergency needs voucher program.  To monitor compliance with administrative, program, and fiscal requirements of the contract, PSD requires supervisory review and approval of emergency needs and reconciles monthly reports (i.e., use, dollar amount, and number of vouchers processed; monthly and year-to-date expenditures).   PSD provides a copy of the reconciled reports to Children’s Fund on a monthly basis.
