Recommendation
Approve Amendment No. 1 to non-financial Student Internship Program Agreement No. 24-644 with California State University, Fullerton, for the provision of training and field experience to student interns by the Department of Behavioral Health, updating standard contract language, and extending the term by six months, for a total contract period of July 9, 2024, through December 31, 2029.

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the recommended Amendment No. 1 (Amendment) to Student Internship Program Agreement No. 24-644 (Agreement) is non-financial in nature.
BACKGROUND INFORMATION
The Department of Behavioral Health (DBH) employs qualified professionals in multiple disciplines including medicine, nursing, psychology, marriage and family therapy, and social work. As a result, DBH can provide necessary tutelage and guidance to student interns participating in a variety of behavioral health-related educational programs. Reciprocally, the use of interns to assist the County’s workforce is a valuable means of maximizing available public resources. Through student internship programs, DBH provides learning experiences that will help students develop the skills they need to prosper in their chosen profession, which aligns with the Countywide Vision.
Since 2008, DBH has operated an internship program through agreements with schools and other institutions, which establish the terms and conditions under which DBH will accept student interns. This Agreement with California State University, Fullerton (CSUF) offers opportunities for interns to gain a wide range of clinical experience with adults, children, and families, earning required internship hours while working under the supervision of qualified DBH staff.
On February 27, 2024 (Item No. 21), the Board of Supervisors (Board) approved standard agreement templates for schools and other institutions.
On July 9, 2024 (Item No. 11), the Board approved the non-financial Agreement with CSUF. The Agreement contained non-standard terms but still conformed to County Policy 11-07 and was approved by the Department of Risk Management and County Counsel.
On September 23, 2025 (Item No. 35), the Board approved standard agreement templates for schools and other institutions, which would be effective the date of execution through December 31, 2029. Additional language was developed to address the confidentiality of students’ academic records, and insurance coverage was updated to current County requirements.
This recommended Amendment to the Agreement with CSUF contains slight modifications from the standard internship program agreement template but still conforms to County Policy 11-05. The modifications are as follows: additional language was developed for conformance with DBH’s Sound and Photographic Recordings Policy (COM0922) and requires students to sign the DBH Oath of Confidentiality and Code of Conduct forms prior to initial contact with DBH clients. The insurance provisions have also been modified further from the original Agreement which increases the County’s requisite insurance coverage for professional and commercial general liability from one million dollars to two million dollars for each occurrence and from three million dollars to four million dollars in the aggregate. The Amendment will extend the Agreement for six months, through December 31, 2029, to match the end date in the standard agreement templates approved on September 23, 2025 (Item No. 35).
DBH recommends approval of this Amendment as it will allow students from CSUF to participate in a valuable learning opportunity and provide DBH with additional staffing for the delivery of services.
