FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Amendment No. 3 to Grant Agreement No. 22-1008 (Agreement) with the University of California (UC) Davis for the Koret Shelter Medicine Program, for the California for All Animals Programs (Program) extends the contract period for an additional six months, with no change to the amount of $405,000. Adequate appropriation and revenue are included in the Department of Public Health’s (DPH) 2024-25 recommended budget and will be included in the 2025-26 recommended budget.

BACKGROUND INFORMATION

The State awarded UC Davis $50 million to administer the California for All Animals initiative to reduce the euthanasia of adoptable, healthy, and treatable pets by providing grants and outreach to local animal shelters.

On June 2, 2022, pursuant to County Policy 05-13, the County Administrative Office authorized the submission of a grant application to UC Davis for Program funding to provide animal shelter assistance in the amount of $200,000 for a one-year grant period.

On October 25, 2022 (Item No. 59), the Board of Supervisors (Board) approved the Agreement with UC Davis in the amount of $205,000, which included the original grant award of $200,000 plus an additional $5,000 in the Program welcome funds. The term of the Agreement was for the period of September 1, 2022 through August 31, 2024, and expanded the scope of work to include the provision of veterinary medical care assistance.

On August 22, 2023 (Item No. 53), the Board approved Amendment No. 1 to the Agreement, extending the Agreement period for an additional year, for a total term of September 1, 2022 through August 31, 2024, and expanded the scope of work to include the provision of veterinary medical care assistance.

On September 10, 2024 (Item 49), the Board approved Amendment No. 2, increasing the grant funding by $200,000, for a total award of $405,000, expanding the scope of work to include DPH’s Community Cat Program, and extending the contract period for nine months for a total term of September 1, 2022 through June 6, 2025.

This item would approve Amendment No. 3, extending the performance period for an additional six months, for the total period of September 1, 2022 through December 31, 2025, with no change to the total combined grant award of $405,000. The DPH Animal Care Division would continue to utilize this grant award to increase the level of care for pets in need of enhanced veterinary services in Animal Care facilities and for spaying/neutering for community cats, which aligns with the goals of the statewide Program.

This item is being presented at this time, as this is the first date available following the required operational, fiscal, and legal reviews. Approval at this time will have no impact on DPH’s services and activities.
