Recommendation

Approve Amendment No. 2 to Grant Agreement No. 22-1008 (UC Davis Purchase Agreement No. UCDPHO00059401) with the University of California Davis, Koret Shelter Medicine Program, for the California for All Animals Program, expanding the scope of work to include the County’s Community Cat Program, increasing the total amount by $200,000, from $205,000, to $405,000, and extending the contract period for an additional nine months, for the total term of September 1, 2022 through June 6, 2025.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).

Amendment No. 2 to Grant Agreement No. 22-1008 (Agreement) with the University of California (UC) Davis for the Koret Shelter Medicine Program, increasing the amount by $200,000 for the California for All Animals Program (Program), does not require a local match. Adequate appropriation and revenue are included in the Department of Public Health’s (DPH) 2024-25 recommended budget.

 

BACKGROUND INFORMATION

UC Davis was awarded $50,000,000 in state funding to provide a variety of programs and direct support through grant allocations to local animal shelters through the statewide Program. The intent of this Program is to reduce the euthanasia of adoptable, healthy, and treatable pets.

 

The County is mandated to provide prompt veterinary care by state licensed veterinarians to injured, stray, and homeless pets. The DPH Animal Care Division, currently uses the grant award to increase the level of care for pets in need of enhanced veterinary services in Animal Care facilities and for spay/neuter for community cats, which aligns with the goals of the Program.

 

On June 2, 2022, pursuant to County Policy 05-13, the County Administrative Office authorized the submission of a grant application to UC Davis for Program funding to provide animal shelter assistance, in the amount of $200,000, for a one-year grant period.

 

On October 25, 2022 (Item No. 59), the Board of Supervisors (Board) approved the Agreement with UC Davis in the amount of $205,000, which included the original grant award of $200,000 plus an additional $5,000 in Program welcome funds. The term of the Agreement was for the period of September 1, 2022 through August 31, 2023.

 

On August 22, 2023 (Item No. 53), the Board approved Amendment No. 1 to the Agreement. Amendment No. 1 extended the Agreement period for an additional year, for a total term of September 1, 2022 through August 31, 2024, and expanded the scope of work to include the provision of veterinary medical care assistance. 

 

On July 15, 2024, DPH received Amendment No. 2, increasing the grant funding by $200,000, expanding the scope of work to include DPH’s Community Cat Program, and extending the performance period to June 6, 2025. 

 

This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s services or activities.
