Recommendation

Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments in the amount of $30,000, as indicated in the Financial Impact section to fund the purchase of a Medium Duty 2-Axle 22,500 Gross Vehicle Weight Requirement Minimum Weights & Measures Test Truck  (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in use of Discretionary General Funding (Net County Cost). The Department of Agriculture / Weights & Measures (AWM) will fund the Medium Duty 2-Axle 22,500 Gross Vehicle Weight Requirement Weights & Measures Test Truck with existing appropriation in Vehicles and a budget adjustment in the amount of $30,000 from savings in Salaries & Benefits Transfers Out for the total cost of $207,737.52. This item authorizes the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to AWM’s 2021-22 budget:

BACKGROUND INFORMATION

This item seeks approval for a budget adjustment of $30,000 from Transfers (Budget Line Item 55405010) to Vehicles (Budget Line Item 54504050) to purchase a Medium Duty 2-Axle 22,500 GVWR Minimum Weights & Measures Test Truck with Hydraulic Crane.

 

The former Weights & Measures Test Truck with Hydraulic Crane that is being replaced was put out of service because of needed repairs that were estimated to cost more than the truck’s value. The replacement Weights & Measures Test Truck with Hydraulic Crane consists of the following:

                     2023 F-650 Gas SuperCab Base (X6A)

                     Craneworks with Palfinger Crane Model PK7.5015LD5-A

 

A two-year or 50,000 mile warranty covers the vehicle and attachments, whichever comes first.

 

AWM planned for the purchase of this vehicle during the creation of the Fiscal Year 2021-22 budget based on pricing estimates from numerous vendors.  However, industry-wide material shortages and increasing costs resulted in the original pricing estimates to be insufficient once the official bid solicitation was conducted, resulting in the need for the budgetary transfer.

 

PROCUREMENT

The Department of Agriculture / Weights & Measures (AWM) solicited bids for the Weights & Measures Test Truck with Hydraulic Crane through the County’s E-Procurement website.  Bid AWM122-AWM-4444 was available to vendors from January 14, 2022 to February 14, 2022, which included one amendment that adjusted the Bid Opening Date by 10 days to allow vendors additional time to submit their bids. One vendor provided a quote: Transwest Truck Center. Transwest Truck Center provided a quote on February 14, 2022.

 

The Purchasing Department recommends the purchase from Transwest Truck Center based on lowest bid.
