Recommendation
Approve non-financial contract with Children’s Fund, for the exchange of information regarding mutual customers, to provide emergency goods and services to at-risk children, for the period of November 18, 2025 through June 30, 2026.

Approval of this item does not impact Discretionary General Funding (Net County Cost) as it is non-financial in nature.
BACKGROUND INFORMATION
Under the terms of the recommended contract, the Transitional Assistance Department (TAD) will refer customers who meet eligibility requirements for the Children’s Fund’s Emergency Needs Program. Children’s Fund will accept TAD referrals and provide eligible customers with permanent housing assistance and services, and keep TAD informed on referral status and program updates. Both TAD and Children’s Fund will work collaboratively and communicate to maximize the services for mutual customers.
Children’s Fund is a local nonprofit organization that provides emergency goods and services and ancillary benefits to San Bernardino County (County) residents through community-based programs and special projects that help needy and at-risk children, youth, and their families.
TAD administers public assistance programs in the County, including the California Work Opportunity and Responsibility to Kids (CalWORKs) Housing Support Program, developed to reduce homelessness of CalWORKs families by moving them into permanent housing. Rapid Re-Housing and rental assistance will be provided, by Children’s Fund, to families to obtain housing quickly and to promote stability through an array of case management and supportive services, by maximizing collaborative partnerships.
Approval of this item will allow TAD to partner with Children’s Fund to provide services to eligible families, with at least one child under the age of five, who need emergency housing assistance for the period of November 18, 2025 through June 30, 2026.
