Recommendation
Approve Amendment No. 3 to Contract No. 20-173 with Faculty Physicians and Surgeons of LLUSM dba Loma Linda University Faculty Medical Group for pediatric physician services, increasing the contract by a not-to-exceed amount by $588,640, from $4,794,200 to $5,382,840, and exercising the final extension option for six months, for a total contract period of July 1, 2020 through December 31, 2025.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The not-to-exceed cost of $588,640 is funded by Medi-Cal, private insurance, 1991 Realignment funds and direct patient payments. Payment is made on a fee-for-service basis. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2024-25 budget and will be included in the recommended 2025-26 budget.
BACKGROUND INFORMATION
Section 330 of the Public Health Services Act requires Federally Qualified Health Centers (FQHCs) provide comprehensive health services, including pediatric care. Currently, DPH operates four FQHCs in Adelanto, Hesperia, Ontario, and San Bernardino. In 2022, DPH collaborated with the Preschool Services Department to add two school-based service sites (School Sites) in the cities of Ontario and Apple Valley, improving access to comprehensive primary care services for children and adolescents. In addition, the Faculty Physicians and Surgeons of LLUSM dba Loma Linda University Faculty Medical Group (Loma Linda) will continue to participate in administrative duties by assisting DPH in developing and implementing policies and procedures, long-range strategic plans, chart activities to meet performance measures, and participate in continuous quality improvement/quality assurance.
On April 7, 2020 (Item No. 34), as a result of Request for Proposals (RFP) No. DPHE20-CO-3445, the Board of Supervisors (Board) approved Contract No. 20-173 (Contract) with Loma Linda to provide pediatric physician services, in the amount of $2,698,920, for the period of July 1, 2020 through June 30, 2023.
On June 13, 2023 (Item No. 59), the Board approved Amendment No. 1 to the Contract, which increased the contract by a not-to-exceed amount of $918,000, from $2,698,920 to $3,616,920, and extended the term for one additional year, for a total contract period of July 1, 2020 through June 30, 2024.
On May 21, 2024 (Item No. 66), the Board approved Amendment No. 2 to the Contract, which increased the contract by a not-to-exceed amount of $1,177,280, from $3,616,920 to $4,794,200, and extended the term for one additional year, for a total contract period of July 1, 2020 through June 30, 2025.
DPH is completing the procurement process through RFP No. DPHE25-CO-5726, which was posted on February 21, 2025. Under the terms of Amendment No. 3, board certified pediatric physicians will continue to provide comprehensive pediatric services through December 31, 2025, which allows for the completion of the procurement process and the execution of a new contract to the awarded proposer.
Loma Linda’s performance is monitored by review of monthly reports to ensure compliance with the administrative, program, and fiscal terms and conditions of the contract. Loma Linda will continue to cooperate with the County in the implementation, monitoring, and evaluation of this contract and will comply with all reporting requirements established by the contract.
