Recommendation
1. Accept grant award (Award No. 5 H76HA00154-32-00) from the United States Department of Health and Human Services, Health Resources and Services Administration, for the Ryan White Part C Outpatient Early Intervention Services Program, in the amount of $161,864, for the retroactive period of January 1, 2023 through December 31, 2023.
2. Accept and approve Amendment No. 1 to Contract No. 22-29 (Award No. 6 H76HA00154-31-01) from the United States Department of Health and Human Services, Health Resources and Services Administration for the Ryan White Part C Outpatient Early Intervention Services Program, increasing the amount by $226,579 from $161,864 to $388,443, for the retroactive period of January 1, 2022 through December 31, 2022.

This item does not impact Discretionary General Funding (Net County Cost). The grant award referenced in Recommendation No. 1, in the amount of $161,864, and the award amendment referenced in Recommendation No. 2, in the amount of $226,579, are from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the Ryan White Part C Outpatient Early Intervention Services Program (RW Part C EIS); neither require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2023-24 budget.
BACKGROUND INFORMATION
The RW Part C EIS funding provides comprehensive HIV primary care and support services in an outpatient setting for low-income, uninsured, and underserved individuals with HIV at Federally Qualified Health Centers (FQHC) located in San Bernardino, Ontario, and Hesperia. DPH will expend all funding during the contract period by continuing to engage persons living with HIV/AIDS in high-quality, client-centered comprehensive primary medical care services. This includes medical case management, mental health and substance abuse screening referral, oral health care services referral, and specialty health services referral to maximize health outcomes in this population and reduce disparities of care and transmission of HIV.
On April 13, 2021, HRSA announced funding for the RW Part C EIS Program, of up to $388,443 annually for San Bernardino County, for the grant period of January 1, 2022 through December 31, 2024.
On June 8, 2021, (Item No. 59) the Board of Supervisors (Board) approved the submission of the grant application to HRSA for RW Part C EIS Program funds in the annual amount of $388,443, for the period of January 1, 2022 through December 31, 2024.
On January 25, 2022, (Item No. 34) the Board approved Contract No. 22-29 (Award No. 2 H76HA00154-31-00) from HRSA for the RW Part C EIS Program, in the amount of $164,864, for the period of January 1, 2022 through December 31, 2022.
On June 17, 2022, DPH received the grant award, Amendment No. 1 to Contract No. 22-29 (Award No. 6 H76HA00154-32-01), from HRSA for the RW Part C EIS Program, increasing the amount by $226,579, from $161,864 to $388,443, for the period of January 1, 2022 through December 31, 2022.
On November 30, 2022, DPH received the partial grant award (Award No. 5 H76HA00154-32-00) from HRSA for the RW Part C EIS Program noncompeting continuation funding, in the amount of $161,864, for the period of January 1, 2023 through December 31, 2023.
Due to an administrative oversight, the grant awards received on June 17, 2022 and November 30, 2022 are being presented for Board approval at this time. The grant workflow has been updated to ensure timely approval submissions of future awards. This item is being presented at the first available date following the discovery of the oversight and the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s services or activities. DPH will return to the Board to present future grants awarded.
