BACKGROUND INFORMATION

On November 27, 2024, the California Department of Social Services (CDSS) Office of Child Abuse Prevention (OCAP) announced the innovative partnerships program Request for Applications (RFA) for budget years 2024-27. The OCAP accepted applications to fund up to six qualified applicants to implement grants to develop regional collaborative networks between Child Abuse Prevention Councils and community stakeholders, improve child abuse prevention outcomes, build protective factors, and improve child, parent, family, and community wellbeing.

 

As part of this funding opportunity, CDSS released the Road to Resilience (RTR) RFA. This RFA awards competitive grant funds to partnerships that, through inter-agency collaboration and integration of services, identifies and serves pregnant individuals with known histories of substance use, pregnant individuals with current substance use, and parents/caregivers of substance exposed infants (hereafter referred to as the priority population).

 

Selected grantees will provide the priority population, their infants, and their families in-home case management that connects them to community-based agencies and resources for parenting and concrete supports to mitigate risks of substance exposure and maltreatment to infants. Grantees will do so by developing or strengthening collaborative partnerships among health service providers, county and/or tribal child welfare, county public health, behavioral health, and community-based organizations to identify the priority population, take steps to eliminate their substance use and prevent relapses, and ameliorate negative child outcomes associated with parental substance use.

 

As part of Child Care Resource Center’s (CCRC) grant application for the RTR program RFA, CFS provided a letter of support. On October 7, 2024, CCRC was awarded a $3,000,000 grant by CDSS to provide services for the San Bernardino County priority population. CCRC’s goals of the RTR program are to enhance access to concrete supports for pregnant individuals with known histories of substance use, pregnant individuals with current substance use, parents/caregivers of substance exposed infants and parents/caregivers at risk for substance use (prioritizing parents/caregivers with no insurance or Medi-Cal).

 

The recommended agreement with CCRC establishes working procedures in the provision of the RTR Program. CCRC will provide in-home and virtual case management to pregnant individuals with histories of, or current, substance use, and mothers of substance exposed infants, and their families. Other services performed by CCRC will include parental support that will prevent substance use or relapse and assist the mother in providing care to her substance-exposed infant. Activities may include collaboration and coordination with federally qualified health care centers. Children and Family Services will identify families that may meet requirements for the RTR program and link them with the RTR program.
