RECOMMENDATION(S)

Recommendation

Approve Amendment No. 2 to Agreement No. 23-1112 (State Agreement No. 23-10275 A1) with the California Department of Public Health for Childhood Lead Poisoning Prevention Program funding, extending the agreement period by three months, for a total agreement period of July 1, 2023 through September 30, 2026, with no change to the total agreement amount of $4,564,014.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). Funding from the California Department of Public Health (CDPH) for the Childhood Lead Poisoning Prevention Program (CLPPP) does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2025-26 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Lead poisoning is a significant environmental health problem for children in California. Medical evidence indicates that neurological damage can occur at very low levels of lead exposure, resulting in learning impairments which have substantial medical and societal impacts. Since 1991, CDPH has allocated funds to local health jurisdictions to provide community outreach, education, and mitigation services related to lead poisoning prevention.

 

On March 14, 2023, the County Administrative Office approved and authorized the submission of an application for CLPPP funding in the amount of $3,952,146 for the period of July 1, 2023 through June 30, 2026.

 

On October 3, 2023 (Item No. 35), the Board approved Agreement No. 23-1112 (State Agreement No. 23-10275) for CLPPP funding in the amount of $3,978,159 for the period of July 1, 2023 through June 30, 2026.

 

On February 27, 2024, (Item No. 39) the Board approved Amendment No. 1 to Agreement No. 23-1112 (State Agreement No. 23-10275), increasing the agreement amount by $585,855, from $3,978,159 to $4,564,014, for the period of July 1, 2023 through June 30, 2026.

 

On February 3, 2026, DPH received Amendment No. 2 to Agreement No. 23-1112 (State Agreement No. 23-10275 A1), extending the agreement term by three months, for a total agreement period of July 1, 2023 through September 30, 2026, with no change to the total agreement amount of $4,564,014. DPH is in the process of applying for a new three-year grant for continued CLPPP funding. The recommended amendment will ensure there is sufficient time for DPH to receive and execute a new agreement from CDPH.

 

This item is being presented at this time, as this is the first available for presentation following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s ongoing CLPPP services or activities.
