RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of all Board Governed County Service Areas and their Zones, approve Contract with the Sheriff/Coroner/Public Administrator for participation in the Work Release Program, at no cost to the County Service Areas, beginning upon the date of signature by the Sheriff/Coroner/Public Administrator, for a term of approximately five years ending on June 30, 2030.
2. Acting as the governing body of the Big Bear Valley Recreation and Park District, approve Contract with the Sheriff/Coroner/Public Administrator for participation in the Work Release Program, at no cost to the Big Bear Valley Recreation and Park District, beginning upon the date of signature by the Sheriff/Coroner/Public Administrator, for a term of approximately five years ending on June 30, 2030.
3. Acting as the governing body of the Bloomington Recreation and Park District, approve Contract with the Sheriff/Coroner/Public Administrator for participation in the Work Release Program, at no cost to the Bloomington Recreation and Park District, beginning upon the date of signature by the Sheriff/Coroner/Public Administrator, for a term of approximately five years ending on June 30, 2030.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Fund (Net County Cost). Participation in the Work Release Program (WRP) does not impose any direct costs on the Board-Governed County Service Areas and their Zones, Big Bear Valley Recreation and Park District, or Bloomington Recreation and Park District (collectively, the “Districts”). However, the Districts are required to enter into a new five-year contract. While the renewal may involve some administrative costs impacting the Districts, these are expected to be minimal.
BACKGROUND INFORMATION
Penal Code sections 4024.2 and 4024.3 authorize California counties to operate voluntary Work Release Programs (WRPs), allowing eligible individuals committed to a detention facility to perform manual labor in lieu of incarceration. The County’s WRP, administered by the Sheriff/Coroner/Public Administrator (Sheriff), provides labor to support the maintenance and improvement of public facilities for local, state, and federal government agencies.
The Districts have participated in the WRP under contracts that expired on June 30, 2025. The Districts wish to continue their participation to benefit from WRP crews who assist District staff in maintaining and improving District-owned facilities.
This item seeks approval of new WRP contracts for a five-year term, effective upon execution by the parties, through June 30, 2030. These contracts utilize the template contracts previously approved by the Board of Supervisors on May 6, 2025 (Item No. 40) for use by the Sheriff. The contracts include a provision allowing either party to terminate with 30 days’ written notice.
