Recommendation
Designate the Director of Arrowhead Regional Medical Center as the authorized representative of the San Bernardino County Arrowhead Regional Medical Center for state-sponsored health care programs for a period of five years, from December 5, 2023 through December 4, 2028.

BACKGROUND INFORMATION
Family Planning, Access, Care and Treatment (PACT) is a state funded, family planning clinical services program to help narrow the gap between insured and uninsured individuals in California. The overall goal is to ensure that low-income individuals have access to health information, counseling, and family planning services to reduce the likelihood of an unintended pregnancy and to maintain optimal reproductive health.
The Arrowhead Regional Medical Center (ARMC) is currently enrolled in the PACT program to provide family planning services. Beginning in the first half of 2024, the Department of Health Care Services (DHCS) will require all PACT providers to be electronically registered on the California Healthcare Eligibility, Enrollment and Retention System (CalHEERS) Family Planning, Access, Care and Treatment (Family PACT) portal. Access to the portal is granted to PACT providers only after the provider is electronically registered on DHCS’s Provider Application and Validation for Employment (PAVE) portal.
DHCS requires providers to enroll in state-sponsored health care programs through the portals and to keep the provider information current. DHCS further mandates that each provider identify an authorized representative to maintain and update all information on the DHCS portals. Moving forward ARMC will only have 20 days to apply for or answer any questions through the portal regarding providers and programs. DHCS has mandated that this all be done by an authorized representative from ARMC through the DHCS portals. There may also be other state-sponsored health care programs that require a designated authorized representative for ARMC.
Approval of this item will designate the Director of ARMC as the authorized representative on behalf of ARMC to update ARMC’s information in the online portals for state-sponsored health care programs. ARMC will return to the Board of Supervisors for approval to enroll in and execute agreements for participation in state-sponsored health care programs.
