RECOMMENDATION(S)
Recommendation
1. Accept amended grant award, Amendment No. 1 to County Contract No. 21-168 (Award No. 6H89HA00032-28-01), from the United States Department of Health and Human Services, Health Resources and Services Administration, increasing the award by $6,295,006, from $1,836,925 to $8,131,931, for the HIV Emergency Relief Project Grant - Ryan White HIV/AIDS Program Part A to provide medical care and support services to persons living with HIV/AIDS in San Bernardino and Riverside counties, for the period of March 1, 2021 through February 28, 2022.
2. Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to submit any subsequent non-substantive amendments to the grant award on behalf of the County, subject to review by County Counsel.
3. Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to the grant award to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The amended grant award in the amount of $6,295,006 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the HIV Emergency Relief Project Grant - Ryan White HIV/AIDS Program Part A (Ryan White Part A) does not require a match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2020-21 budget and will be included in the 2021-22 recommended budget.
BACKGROUND INFORMATION
HRSA provides Ryan White Part A funds for assistance in developing and enhancing access to a comprehensive continuum of high quality, community-based medical care and support services for low-income individuals with HIV and their families. DPH will use the funds to provide medical care and support services to approximately 3,800 persons living with HIV/AIDS in San Bernardino and Riverside counties. Services will include medical care, medical case management, mental health services, dental care, substance abuse counseling services, early intervention services, medical nutrition therapy, transportation, housing, and food assistance.
The Ryan White Program was enacted in 1990 to provide federal funding for comprehensive primary healthcare and support services for persons living with HIV/AIDS. Ryan White Part A provides funding to areas disproportionately impacted by the disease with a goal of providing optimal HIV care and treatment to persons living with HIV who are low-income, uninsured, and underserved to improve health outcomes. The grant award includes Minority AIDS Initiative funds in order to address disparities in access, treatment, care, and health outcomes for racial and ethnic minorities.
San Bernardino and Riverside counties first qualified for Ryan White Part A Program funding in 1994. DPH, acting as the lead agency for the two counties, administers the grant funds including development and submission of the annual grant application, acceptance of the grant award, procurement of service contracts, and assurance of compliance with federal grant requirements.
On September 29, 2020 (Item No, 41), the Board of Supervisors (Board) approved the submission of an application to HRSA for Ryan White Part A program funding to provide medical care and support services to persons living with HIV/AIDS in San Bernardino and Riverside counties, in the amount of $8,426,422, for the period of March 1, 2021 through February 28, 2022.
On March 2, 2021 (Item No. 26), the Board approved a grant award (Award No. 2H89HA00032-28-00) from HRSA for the Ryan White Part A program in the amount of $1,836,925, for the period of March 1, 2021 through February 28, 2022.
On March 30, 2021, DPH received the amended grant award (Award No. 6H89HA00032-28-01) from HRSA for the Ryan White Part A program in the amount of $6,295,006, increasing the award from $1,836,925 to $8,131,931, for the period of March 1, 2021 through February 28, 2022. DPH will return to the Board to accept further funding from HRSA for the period of March 1, 2021 through February 28, 2022, as needed.
This item is being presented at this time, as this is the first date available following the required operational, fiscal and legal reviews. Approval at this time will have no impact on DPH’s Ryan White Part A services or activities.
