Approve Contract with SmartWAVE Technologies, LLC for WiFi installation, support, and maintenance services on an as-needed, fee-for-service basis, in a not-to-exceed amount of $5,000,000 for the period of February 27, 2024 through February 26, 2029.

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The costs for WiFi installation, support, and maintenance services will be incurred on a fee-for-service basis for services and products rendered during the contract term. The not-to-exceed amount of $5,000,000 will allow County departments to obtain WiFi installation, support, and maintenance services as needed during the five-year contract period. County departments are required to ensure there is adequate appropriation within the respective annual departmental budget for costs incurred during the five-year contract period.
BACKGROUND INFORMATION
The County’s Innovation and Technology Department (ITD) is responsible for providing a variety of information technology (IT) services to all County departments, special districts, and other federal, state, and local government agencies. IT services include network connections, such as WiFi, which can be expanded to the public when the public is obtaining services from the County.
Currently, the County’s plan is to continue to expand the County’s WiFi footprint for the public at various County facilities, which may be indoor or outdoor on an as-requested basis from County departments, for a five-year period. Due to the complexities of providing WiFi services in public spaces, the use of an outside service provider with experience in implementation and maintenance and support of public WiFi systems is needed. SmartWAVE Technologies, LLC (SmartWAVE) will provide County staff with system and administrator training for new WiFi infrastructure. New WiFi installations may or may not include maintenance and support from SmartWAVE, including new feature enhancements and technology upgrades. The need for maintenance and support will be identified for each project request.
Approval of this item will allow County departments to procure WiFi installation, support, and maintenance services, as needed, to expand the County’s WiFi infrastructure. County Policy 11-04 allows for the use of outside services providers when there is a need for a specialized skillset.
ITD recommends approval of the contract with SmartWAVE to allow County departments to obtain WiFi installation, support, and maintenance services on an as-needed, fee-for-service basis for various WiFi projects at County facilities.
PROCUREMENT
On October 19, 2023, ITD released Request for Proposals (RFP) No. ISD124-ADM-5145 via the County’s Electronic Procurement Network (ePro) for vendors to provide WiFi installation, support, and maintenance services for a five-year period. Two proposals were received, however SkyWeb Networks, Inc. was deemed non-responsive as the proposal did not meet the criteria outlined in the RFP.

An evaluation committee reviewed the proposal based on qualifications and experience, financial stability, compliance with County’s technical requirements, references, and cost. SmartWAVE was selected based on this competitive evaluation. No protests were received. The Purchasing Department supports the recommendation to award the contract to SmartWAVE to install, support, and maintain County WiFi projects as required by County departments. Prevailing wage rates are based on fixed pricing, as well as equipment and maintenance needed.
