Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District, approve Amendment No. 1 to Agreement No. 18-870 with Stryker Medical for maintenance services of the Stryker Medical Emergency Medical Services Powered Systems, for three additional years, increasing the total service plan agreement amount by $455,334, from $437,679 to $893,013, for a total period of January 1, 2019, through December 27, 2028.

FINANCIAL IMPACT
Approval of the recommended actions will not result in the use of Discretionary General Funding (Net County Cost). The total cost of $455,334 will be funded by the San Bernardino County Fire Protection District (SBCFPD) Emergency Medical Services budget unit (1045002468). Sufficient appropriation and revenue are included in SBCFPD’s 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
SBCFPD is a community-based, all-hazard emergency services organization providing various services to more than 60 communities/cities under its jurisdiction.
SBCFPD utilizes a powered loading system for the lifting and lowering of patients who receive emergency medical services (EMS). This system, which was acquired from Stryker Medical (Stryker), assists emergency medical personnel in the loading, securing, and transporting of patients into emergency vehicles (ambulances). A powered system helps decrease the risk of injuries to emergency medical personnel by reducing the amount of stress on the body from not having to manually lift the patient’s gurney.
On December 18, 2018 (Item No. 88), the Board approved Agreement No. 18-870 with Stryker to acquire battery-powered hydraulic patient lifting and loading systems (commonly known as gurneys) for six annual payments totaling $1,043,259, as well as a seven-year service plan for a total of $437,679. These gurneys get used daily and this service agreement covers all necessary repairs to the gurneys.
Approval of the recommended amendment will enable SBCFPD to proceed with the renewal of the service plan for an additional three years.
PROCUREMENT
Policy 11-04 requires SBCFPD to seek Board approval when contracting for non-competitive purchases of goods and supplies in excess of $200,000 during a single annual period.
Stryker provides maintenance services that meet the functional specifications required for the Stryker EMS gurneys. SBCFPD recommends establishing a non-competitive contract amendment with Stryker since they are the manufacturers of all Stryker gurneys that are used by SBCFPD.
Purchasing concurs with the non-competitive justification of functional specifications for SBCFPD’s recommended contract with Stryker.
