RECOMMENDATION(S)

Recommendation

Acting as the governing body of County Service Area 64 - Spring Valley Lake;

1.                     Approve an increase of $25,000, from $1,537,000 to $1,562,000, for the County Service Area 64 Spring Valley Lake - Lakeview Lift Station Renovation Project.

2.                     Approve Amendment No. 1 to Contract No. 23-1200 with Ferreria Construction Co., Inc. dba Ferreira Coastal Construction Co., to authorize necessary additional work required due to unforeseen constructability issues that could not have been anticipated at the time of contracting, increasing the contract amount by $38,432.49 from $1,254,437.81 to $1,292,867.30, and extending the contract duration by 120 calendar days (Four votes required).

3.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post necessary budget adjustments as detailed in the Financial Impact section, for the County Service Area 64 Spring Valley Lake - Lakeview Lift Station Renovation Project (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  County Service Area (CSA) 64 - Spring Valley Lake - Sewer (District) is funded by sanitation fees charged to customers. The total allocation of $1,562,000 includes $1,292,867 for construction and construction contingency, and $269,133 for project management, design and inspection services. 

 

The requested 2025-26 budget adjustments below are needed to cover the increased cost of the Project due to unforeseen field conditions of the existing lift station structure and the additional measures to repair the structure and the additional project management, design services and inspection services. The following budget adjustments are funded by the CSA 64 Spring Valley Lake Sewer Operating Fund through the use of Available Unrestricted Net Position:

BACKGROUND INFORMATION

The CSA 64 Lakeview Lift Station is located on a 0.12-acre parcel, Assessor’s Parcel Number 0480-241-01, between Spring Valley Lake and Lakeview Drive. The sewer lift station was constructed in 1971 and consists of two existing concrete wet well structures with hatches, screw pumps, electrical equipment, and a Supervisory Control and Data Acquisition (SCADA) system. The existing sewer lift station currently serves approximately 4,215 residential lots around Spring Valley Lake.

 

The Department of Public Works - Special Districts (Department) has received several complaints of odors coming from the sewer lift station. The screw pumps create high turbulence flows that contribute to the malodorous conditions. Additionally, the sewer lift station screw pumps and surrounding equipment are showing signs of rust, corrosion, and potential failure. The Project proposes renovations of the Lakeview Lift Station that will address these issues, as well as mitigate the malodorous conditions as detailed in an Odor and Corrosion Control Study prepared in 2018. As part of the renovation, the existing screw pumps will be replaced with submersible pumps, which will help alleviate one of the main sources of odor.

 

On November 14, 2023 (Item No. 83), the Board approved Contract No. 23-1200 with Ferreira Construction Co., Inc. dba Ferreira Coastal Construction Co., in the amount of $1,187,964 for construction of the Lakeview Lift Station Renovation Project. The Board also authorized the Director of the Department to order any necessary changes or additions to the work in an amount not-to-exceed $71,898, pursuant to Public Contract Code Section 20142.

 

Subsequently, the Director approved the following administrative change orders:

 

                     Change Order No. 1 (October 10, 2024): Extended the contract term duration from 210 calendar days to 453 calendar days due to long-lead time procurement issues of equipment and electrical systems; no cost increase to the contract.

 

                     Change Order No. 2 (April 8, 2025): Extended the contract term duration from 453 calendar days to 513 calendar days due to additional long-lead time procurement of equipment and electrical systems; no cost increase to the contract.

 

                     Change Order No. 3 (May 14, 2025): Increased contract by $60,000 (to $1,247,964) and extended the contract term from 513 calendar days to 543 calendar days due to unforeseen structural integrity repair of the existing wet well.

 

                     Change Order No. 4 (July 1, 2025): Increased contract by $6,470.81 (to $1,254,434.81) due to the unforeseen floor condition of the existing wet well.

 

Amendment No. 1 proposes to increase the contract amount by $38,432.49, from $1,254,434.81 to $1,292,867.30, and extend the construction duration from 543 calendar days to 663 calendar days.  Pursuant to the Public Contract Code Section 20137, the Board may authorize, upon four-fifths vote, any change or alteration of a construction contract which may increase the cost not to exceed ten percent of the original contract amount.

 

The additional work proposed under Amendment No. 1 includes grout injections to suppress water intrusion and install an epoxy lining material for wet substrate conditions due to the unforeseen water intrusions entering the existing wet well structure.  This work is necessary due to unforeseen constructability issues in the Project plans that could not have been anticipated at the time the contract was executed.  These items are essential to ensure the Project is completed in accordance with design requirements, safety standards, and operational needs.
