RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of San Bernardino County:
a. Accept a grant award (Agreement No. 3-06-0058-010-2022) for $79,470 from the Federal Aviation Administration Airport Improvement Program for the Airport Pavement Management System at the Barstow-Daggett Airport, with a term of four years from execution of the grant documents.
b. Accept a grant award (Agreement No. 3-06-0267-009-2022) for $79,547 from the Federal Aviation Administration Airport Improvement Program for the Airport Pavement Management System at the Twentynine Palms Airport, with a term of four years from execution of the grant documents.
c. Delegate authority to the Director of Airports to electronically execute the grant award documents, including any related agreements, subject to review by County Counsel.
d. Direct the Director of Airports to transmit the documents related to the grant awards in Recommendation No. 1 to the Clerk of the Board of Supervisors within 30 days of execution.
2. Acting as the governing body of the Board Governed County Service Area 60 - Apple Valley Airport:
a. Accept a grant award (Agreement No. 3-06-0009-012-2022) from the Federal Aviation Administration Airport Improvement Program for $97,394 for the Design and Engineering of the Airport Perimeter Fence at the Apple Valley Airport, with a term of four years from execution of the grant documents.
b. Delegate authority to the Director of Airports to electronically execute the grant award documents, including any related agreements, subject to review by County Counsel.
c. Direct the Director of Airports to transmit the documents related to the grant award in Recommendation No. 2 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not require the use of Discretionary General Funding (Net County Cost). The Department of Airports (Department) identified three projects at Barstow-Daggett Airport (DAG), Twentynine Palms Airport (TNP), and County Service Area (CSA)-60 - Apple Valley Airport (APV) totaling $284,900 as suitable for grants from the Federal Aviation Administration (FAA) Airport Improvement Program (AIP). The FAA AIP, through the Non-Primary Entitlement Funds (Entitlement Funds) is funding 90% of the projects with three grants totaling $256,411. The remaining balance for the APV Perimeter Fence project will be funded with a 5% match from the California Department of Transportation (Caltrans) and remaining funding from the APV General Fund (400-300-4552). The remaining funding for the DAG and TNP’s Pavement Management System projects will be funded with the Airport Administration Fund (631-100-1000). These projects are included in the 2022-23 budgets for the Department and will be included in future budgets, if necessary.

DAG and TNP projects were not listed on the 2021 Caltrans Capital Improvement Program list and are therefore not eligible for Caltrans matching funds.
BACKGROUND INFORMATION
Approval of the recommendations will accept FAA AIP grants for DAG, TNP and the APV. The grants for DAG and TNP will be used to fund Airport Pavement Management System (APMS) studies of the runway and ramp paved areas, which are needed to collect, analyze, and report pavement data from the airports’ pavement inventory and assess the pavement conditions of said inventory. APMS components include a visual inspection of the pavement, collecting pavement construction history and updating the airport records based on its findings. The APMS will also include a Pavement Classification Number (PCN) analysis to accurately provide recommendations for maintenance, rehabilitation, or repair for the next five years. This information is needed for future funding of FAA AIP grants for pavement projects.
The grant for APV will be used to fund a new perimeter fence. The entire Air Operations Area (AOA) perimeter fence at APV is in poor condition and in need of replacement. The proposed project includes the design, engineering and environmental study for the removal and replacement of approximately 35,500 linear feet of AOA fence and gates. The need for the perimeter fence is to meet the current FAA design standards for the height and condition of the fence, as well as provide for a safe airport operating environment. The new fence will be an eight-foot chain link fence with an additional one foot of three strand barbed wire. The installation of the fence will ensure a ten-foot clear zone on both sides of the fence for the entire perimeter. As part of the project, all gates will be upgraded to match the fence height; however, the existing electric gates and gate operators will be maintained.
The FAA AIP Entitlement Funds are allocated for general aviation airports, specifically DAG, TNP, APV and Chino Airports. The Department receives an annual allocation of $150,000 per airport of Entitlement Funds that are available for use in the fiscal year they become available through the following three fiscal years and can be aggregated from the first through third years to fund larger projects. These funds must be drawn down as grants by submitting airport projects for review and approval through the FAA.
The FAA requested the County submit applications to accomplish those projects identified on the accepted Department of Airports FAA Capital Improvement Program (ACIP) which were a result of the FAA and County airfield operations special focus group. The FAA application process assists with determining if the proposed project meets the criteria set forth in the ACIP. Applications are non-binding and can be withdrawn at any time. Three applications were submitted in April 2022 for the TNP, DAG, and APV projects, reviewed by the FAA and accepted as eligible projects as outlined in the ACIP. These projects are included in the Department’s County Capital Improvement Program, which is part of the 2022-23 Recommended Budget that was approved by the Board of Supervisors on June 14, 2022 (Item No. 103).
The FAA requires the grant award documents to be executed electronically. Approval of Recommendation Nos. 1c and 2b will allow the Director of Airports to effectuate electronic approval of all necessary grant award documents, including any grant agreements.
