RECOMMENDATION(S)

Recommendation

1.                     Approve Airport Improvement Program Grant Agreement (Federal Agreement No. CNO-WPG-3-06-0042-038-2023) with the United States of America, acting through the Federal Aviation Administration, to accept an Airport Improvement Program grant of up to $135,000 for the Airport Pavement Management System study at Chino Airport, for a term of four years, commencing from execution of the grant agreement.

2.                     Authorize the Director of the Department of Airports to execute and submit the Airport Improvement Program Grant Agreement required to accept the grant by the United States of America, subject to review by County Counsel.

3.                     Direct the Director of the Department of Airports to transmit the Airport Improvement Program Grant Agreement required to accept the grant by the United States of America to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not require the use of Discretionary General Funding (Net County Cost). The cost of the Chino Airport (CNO) Airport Pavement Management System (APMS) study is estimated at $150,350. The Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant will fund 90% of the study cost not to exceed $135,000. The remaining study cost of $15,350 will be funded by the Department of Airports (Department) General Fund budget unit (631-1000).  The cost of the study is included in the 2023-24 budget for the Department and will be included in future recommended budgets, if necessary.

 

BACKGROUND INFORMATION

Approval of the Recommendations will approve the acceptance of the FAA AIP grant of up to $135,000 for the CNO APMS study and designate the Department Director to execute and submit the Grant Agreement and any other required documents to accept the grant.

 

Pursuant to FAA process, the Department, as the Airport Sponsor and on behalf of the County, submitted three non-binding pre-applications in April 2023 (CNO Runway End Identifier Lights (REILs), CNO Vault and CNO APMS Study) to notify the FAA of the County’s intent to request grant funds to accomplish certain projects identified in the agreed Department and FAA Capital Improvement Program (ACIP), which were compiled through an airfield operations special focus group. The CNO REILs and CNO Vault applications were not awarded.

 

The APMS study will include a visual inspection of the pavement, collect pavement construction history, and update the airport records based on its findings.  The APMS study will also include a Pavement Classification Number (PCN) analysis to accurately provide recommendations for maintenance, rehabilitation, or repair for the next five years.  This information will support future applications for FAA AIP grants for CNO pavement projects.

 

The FAA requires that the Grant Agreement be executed and submitted electronically within a short period of time after issuance. Authorizing the Department Director to execute and submit the Grant Agreement and any other required documents will enable the Department to efficiently and timely accept the grant.
