Recommendation

Approve a funding increase to Contract No. 26-10 with AvaSure, LLC, for the purchase of mobile telesitter cameras and licensing of live video monitoring software, for added sales tax on purchases, in the amount of $79,738.23, increasing the total amount from $911,294 to $991,032.23, with no change to the contract term of April 7, 2022 through April 6, 2027.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $79,738.23 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget and will be included in 2026-27 recommended budget.

 

BACKGROUND INFORMATION

On February 8, 2022, as the result of a non-competitive procurement due to functional specifications, the Purchasing Department approved the Master Agreement, including non-standard terms, with AvaSure, LLC. (AvaSure) for 18 mobile cameras and equipment with 24/7 live video monitoring software, in the amount of $810,720 for the term of April 7, 2022 through April 6, 2027. AvaSure is the only vendor who can provide mobile cameras that can easily be moved between patient rooms as needed.

 

On January 13, 2026 (Item No. 10), the Board of Supervisors approved Amendment No. 1 to Contract No. 26-10 with AvaSure, including non-standard terms, for the purchase of seven mobile telesitter cameras and licensing of live video monitoring software, increasing the contract amount by $100,574, from $810,720 to $911,294 with no change to the term of April 7, 2022 through April 6, 2027.

 

The current request for an increase in funding allocation is for sale taxes that were not previously included in total not-to-exceed cost for Contract No. 26-10 with AvaSure, in accordance with the agreement.

 

ARMC recommends approval of the funding increase, as it will enable the hospital to provide for safety, health and social service needs of the County resident and operate in a fiscally-responsible and business-like manner.
