RECOMMENDATION(S)

Recommendation

1.                     Accept and approve grant award agreement (Grant Award No. 5 UTHA33958-07-00), from the United States Department of Health and Human Services, Health Resources and Services Administration for the Ending the HIV Epidemic: A Plan for America - Ryan White HIV/AIDS Program Parts A and B, in the amount of $668,595 for the period of March 1, 2026 through February 28, 2027.

2.                     Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or the Director of the Department of Public Health to execute and submit any subsequent, non-substantive amendments required to receive the grant award, subject to review by County Counsel.

3.                     Direct the Director of the Department of Public Health to transmit any subsequent non-substantive amendments to the grant award to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The federal grant award, in the amount of $668,595, from the United States Department of Health and Human Services, Health Resources and Services Administrations (HRSA) does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2025-2026 budget and will be included in the future recommended budgets.

 

BACKGROUND INFORMATION

The Ryan White Program was enacted in 1990 to provide federal funding to comprehensive primary healthcare and support services for persons living with human immunodeficiency virus/ acquired immunodeficiency syndrome (HIV/AIDS). DPH, acting as the lead agency for the San Bernardino and Riverside counties, develops and submits the grant application, accepts the grant award, administers the funding, procures service contracts, and ensures compliance with federal grant requirements.

 

The Ending the HIV Epidemic: A Plan for America - Ryan White HIV/AIDS Program Parts A and B (EHE) grant funds efforts to reduce new HIV infections throughout the United States. The funding is used to provide support services and interventions, through subcontractors, which link persons living with HIV to care and treatment facilities throughout San Bernardino and Riverside counties. Services include outpatient medical care, case management, linkage/reengagement to care, food, and transportation services, as appropriate. Approximately 1,983 unduplicated clients are served through EHE each year. This item is to accept the award payment for the 2026-2027 performance period.

 

On October 8, 2024 (Item No. 28), the Board of Supervisors (Board) approved the submission of a grant application in the amount of $25,000,000, for the period of March 1, 2025 through February 28, 2030.

 

On February 25, 2025 (Item No. 29), the Board approved Agreement No. 25-122, in the amount of $1,076,917, for the period of March 1, 2025 through February 28, 2026.

 

On August 19, 2025 (Item No. 45), the Board approved Amendments No. 1 and No. 2 to Agreement No. 25-122, increasing the amount by $481,335 and $2,162,788, respectively, for a total amount of $3,721,040, for the period of March 1, 2025 through February 28, 2026.

 

On October 7, 2025 (Item No. 31), the Board approved Amendment No. 3 to Agreement No. 25-122, increasing the funding by $873,003, from $3,721,040 to $4,594,043, for the period of March 1, 2025 through February 28, 2026.

 

On March 3, 2026, DPH received notification of a partial grant award (Grant Award No. 5 UT8HA33958-0700) from HRSA, for the second year of EHE funding, in the amount of $668,595, for the period of March 1, 2026 through February 28, 2027. DPH will return to the Board to accept further funding from HRSA for the period of March 1, 2025 through February 28, 2030, if and when additional funding is received.

 

This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s Ryan White Program services or activities.
