RECOMMENDATION(S)

Recommendation

Acting as the governing body of the Inland Counties Emergency Medical Agency, approve non-financial Facility Use Agreement with Inyo County for use of office workspace at the Inyo County facility in Bishop, by one Inland County Emergency Medical Agency Public Service Employee to act as a liaison to Inyo County, effective upon execution by both parties and continuing until terminated by either party upon thirty days written notice.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). This non-financial Facility Use Agreement (Agreement) is equally beneficial for both Inland County Emergency Medical Agency (ICEMA) and Inyo County, therefore, no financial relationship is required.

 

BACKGROUND INFORMATION

ICEMA, as the Local Emergency Medical Services Agency (LEMSA), is responsible for ensuring effective Emergency Medical Services (EMS) in the San Bernardino, Inyo, and Mono Counties. ICEMA administers State and local codes and regulations governing the provision of emergency medical care to the sick and injured at the scene of an emergency and during transport to a care hospital.

 

ICEMA’s administration is headquartered in San Bernardino County, where the majority of ICEMA’s operation, and population served, are centered. ICEMA staff have increasingly been required to travel to Inyo County for local meetings and to provide support as the regulatory LEMSA. ICEMA and Inyo County agree that a local ICEMA Public Service Employee (Liaison), stationed in Inyo County, would benefit both organizations through increased operational efficiency, improved communication, and increased local support.

 

Inyo County agrees to provide a workspace located at 1360 North Main Street, Bishop, CA 93514, to ICEMA for use by one ICEMA Liaison.  Approval of this Agreement will establish parameters for office workspace and general workplace accommodations for the ICEMA liaison, at no cost to ICEMA. The Agreement is effective upon full execution and may be terminated by either party upon thirty days written notice.
