RECOMMENDATION(S)
Recommendation
1. Approve contracts for armed and unarmed security services, at fixed hourly rates listed in each contract in Attachment A, for the period of March 1, 2024, through February 28, 2027, with two one-year optional extension periods with the following contractors:
a. American Guard Services, Inc.
b. Inter-Con Security Systems, Inc.
c. Platinum Security, Inc.
d. Redwood Private Security, LP
e. Universal Protection Service, LP dba Allied Universal Security Services
2. Authorize the Purchasing Agent to execute the two one-year options to extend the term of the contracts listed in Recommendation No. 1, subject to County Counsel review, add, replace, delete classifications, and adjust rates including minimum wage, contractual cost of living increases or rate adjustments reflective of competitiveness in the marketplace.
3. Direct the Purchasing Agent to transmit amendments for armed and unarmed security guard contracts to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Departments that require security guard services are responsible for ensuring adequate funding in their respective adopted budgets or to request additional discretionary general funding as necessary. The impact on each departmental budget is dependent upon the need for security services. The County’s annual expenditure for armed and unarmed security services is approximately $21,000,000.
BACKGROUND INFORMATION
The County has been using Universal Protection Service, LP dba Allied Universal Security Services (Allied) since 2019 and Platinum Security Services (Platinum) since 2020 when Platinum assumed responsibility for armed and unarmed security guard services at the County Superblock. The Superblock is defined as the area with its west border is Arrowhead Avenue, north border of Fifth Street, east border is Sierra Way and south border of Third Street in the City of San Bernardino. Within the Superblock, there are 10 County buildings and eight parking lots. The newly recommended contracts will provide for continuity of security services, and additional pools of security guards, to address the growing security need of departments countywide.
Over the course of the next several months, the Office of County Safety and Security (OCSS) will work with County departments in the transition to both existing and new security guard contractors. OCSS has scheduled a meeting with County departments to discuss the process to implement the new contracts. OCSS, along with the Purchasing Department (Purchasing), have scheduled post award meetings to meet with all five security guard contractors to provide the County’s expectations for the new contracts. Adding the additional security guard contractors will give the County additional resources in the event of an emergency or at times when security guard needs go beyond that of the normal day-to-day demand.
This item requests approval of three-year contracts with the five contractors mentioned in Recommendation No. 1 to provide security guard services at more than 100 County locations beginning on March 1, 2024, and authorizes the Purchasing Agent to execute the two one-year options to extend the contracts. Purchasing negotiated fixed hourly rates for security guards and equipment with annual increases based on market value. Under the terms of the recommended contracts, the County reserves the right to terminate the contracts for convenience with 30 days’ advance written notice.
PROCUREMENT
On July 19, 2023, a Request for Proposals (RFP) No. AGENCY23-PURC-5020 for armed and unarmed security guard services was released, and 15 proposals were received by the deadline.

An evaluation panel comprised of representatives from the Sheriff/Coroner/Public Administrator, Human Services, Administration Support Division, and Department of Behavioral Health evaluated the proposals based on qualifications and experience, technical service plan and references. The evaluation panel established a short-list of eight vendors to give presentations. After a comprehensive evaluation of the presentations and proposals, the evaluation panel recommends the five vendors listed in Recommendation No. 1 for contract award as these vendors ranked highest overall and have been determined to best meet the security needs of the County. Purchasing did not receive any formal appeals for this solicitation.
