Recommendation

Approve Amendment No. 2 to the Custom Cost-Per-Reportable Agreement No. 21-355 with Sysmex America Inc., to increase the not-to-exceed contract amount by $500,000, from $1,373,102 to $1,873,102, for the period of May 23, 2018 through May 22, 2023, for the continued usage of a Hematology Automation System.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Costs). The additional cost of $500,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenues.  Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act.  Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2021-22 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Approval of this amendment will allow ARMC the continued use of the Sysmex America, Inc. (Sysmex) Hematology Automation System (System). The System is used for routine screening, diagnosis of hematological conditions including anemia and leukemia, diagnosis relating to the management of blood loss and transfusions, and diagnosis of sepsis. Continued increased demand for these types of diagnostic tests has resulted in the need to increase the agreement amount.

 

On October 31, 2017 (Item No. 10), the Board of Supervisors (Board) authorized the Purchasing Agent to issue Contract No. 4400003653, in the amount of $1,073,102, with Sysmex for the rental costs, reagents, and maintenance of the System, for the period of October 31, 2017, through October 30, 2022.

 

On May 18, 2021 (Item No. 11), the Board approved Amendment No. 1 to the Custom Cost-Per-Reportable Agreement No. 21-355 (Contract No. 4400003653) with Sysmex to increase the contract amount by $300,000, from $1,073,102 to $1,373,102, and to clarify the agreement term of May 23, 2018 through May 22, 2023, for the continued usage of the Hematology Automation System.

 

PROCUREMENT

This is a non-competitive procurement based on an existing agreement. County Purchasing supports the recommended amendment of the existing agreement.
