Recommendation
1. Acting as the governing body of San Bernardino County, approve contracts with the following contractors to perform on-call professional electrical engineering services, on an as-needed basis, from July 1, 2026 to June 30, 2031, in an amount not to exceed $500,000 for each contract:
a. Ayres Associates Inc.
b. IMEG Consultants Corp.
c. Salas O’Brien Engineers, Inc.
d. The Engineering Partners, Inc.
2. Acting as the governing bodies of the San Bernardino County Service Areas and their Zones, the Big Bear Valley Recreation and Park District, and the Bloomington Recreation and Park District, approve joint contracts with the following contractors to perform on-call professional electrical engineering services, on an as-needed basis, from July 1, 2026 to June 30, 2031, in an amount not to exceed $500,000 for each contract:

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).
Acting as the governing body of San Bernardino County, the Board will approve four separate contracts, each in an amount not to exceed $500,000, for a total not-to-exceed amount of $2,000,000.
Acting as the governing body of the Board Governed County Service Areas and their Zones (CSAs), the Big Bear Valley Recreation and Park District (BBVRPD), and the Bloomington Recreation and Park District (BRPD), the Board will approve four separate contracts, each in an amount not to exceed $500,000, for a total not-to-exceed amount of $2,000,000.
Accordingly, the combined maximum aggregate exposure across all participating entities is $4,000,000 over the five-year term of March 10, 2026 through February 28, 2031.
Costs will be incurred on an as-needed basis and funded by the respective entity utilizing the contract from available district revenues and fund balances. These contracts may also be utilized by other County departments when projects are managed by the Department of Public Works - Special Districts (Department); departments are responsible for ensuring adequate funding is included within their respective budgets.
Adequate appropriation for anticipated services is included in the respective 2025-26 budgets of the County, CSAs, BBVRPD, and BRPD, and will be included in future recommended budgets as services are required.
BACKGROUND INFORMATION
The Department administers the CSAs, BBVRPD, and BRPD, which at times require professional electrical engineering services in support of various Capital Improvement Projects (CIP) countywide. These services may include electrical system design for power distribution and lighting, preparation of plans and specifications, engineering studies and feasibility analysis, facility inspections, code compliance review, cost estimating, Supervisory Control and Data Acquisition coordination, and construction support services. The ability to have qualified consultants available to provide these services greatly enhances and expedites the Department’s capability to respond to these needs.
Approval of this item will allow for the use of on-call professional electrical engineering services on an as-needed basis for the County, CSAs, BBVRPD, and BRPD. The recommended contracts will provide readily available on-call professional electrical engineering services from pre-approved companies to enhance work efficiencies. Workloads and assignments to the on-call consultants will be based on availability, responsiveness, and expertise in areas of particular need on an as-needed and project-by-project basis that will be solicited by the Department and then memorialized in a purchase order. The term of these contracts is for five years but may be terminated for convenience upon 30 days’ written notice.
PROCUREMENT
On October 16, 2025, the Department released Request for Proposal (RFP) No. SPD126-SPDAD-6080 on the County’s Electronic Procurement System (e-Pro) inviting proposals from interested and qualified agencies to provide on-call professional electrical engineering services for County and Special District projects for a period of five years.
Six proposals were received by the established deadline in response to the RFP. Of these, four consultants listed below met the minimum requirements. The remaining two consultants were deemed non-responsible because they did not submit one of the attachments and a signed addendum acknowledging and agreeing to the changes in the bid, as required by the bid instructions.

The evaluation panel, which included representatives from the Department, reviewed and evaluated the proposals using the criteria listed in the RFP which included qualifications and experience, technical review, and references.
Based on the evaluation criteria, the evaluation panel found four consultants met the needs of the County and Districts. Award letters were sent to all responsible and responsive proposers on December 23, 2025. No protests were received within the allowable period.
