RECOMMENDATION(S)
Recommendation
1. Accept a combined grant award (Award No. 09CH011719-01-00) from the United States Department of Health and Human Services, Administration for Children and Families for continued support of the Head Start Program and Early Head Start Program, in a combined amount of $51,178,166 for the period of July 1, 2020 through June 30, 2021.
2. Accept a grant award (Award No. 09HP000209-02-00) from the United States Department of Human Services, Administration for Children and Families for continued support of the Early Head Start-Child Care Partnership Program, in the amount of $1,930,858, for the period of July 1, 2020 through June 30, 2021.
3. Designate the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of Preschool Services, to execute and submit any subsequent non-substantive amendments to Award No. 09CH011719-01-00 and Award No. 09HP000209-02-00 and other documents required to secure funds for the Head Start, Early Head Start, and Early Head Start-Child Care Partnership Programs, for the period of July 1, 2020 through June 30, 2021, on behalf of the County, subject to review by County Counsel.
4. Direct the Chairman of the Board of Supervisors to transmit all documents in relation to the awards to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The United States Department of Health and Human Services, Administration for Children and Families (ACF) requires a 20% non-federal share match of the total program cost (25% match of the grant award) for the Head Start, Early Head Start, and Early Head Start - Child Care Partnership (EHS-CCP) Programs. The Preschool Services Department (PSD) will meet the match for each program through in-kind volunteers, donated services, and reduced rates for goods and services. Adequate appropriation and revenue have been included in PSD’s 2020-21 budget.

BACKGROUND INFORMATION
PSD will use the combined Head Start and Early Head Start Programs grant award to continue providing comprehensive developmental and preschool services countywide to a Head Start Program service population of 3,810 children and their families and an Early Head Start Program service population of 402 infants, toddlers, pregnant women, and their families. Head Start Program operations will serve an estimated 3,810 eligible children, at an approximate cost of $11,959 per child. Early Head Start Program operations will serve an estimated 402 eligible children, at an approximate cost of $13,967 per child.
PSD will use the EHS-CCP Program grant award to continue providing access to comprehensive services to a service population of 108 low-income infants, toddlers, and their families. The Program enhances and supports early learning settings to provide full-day, full-year comprehensive services that meet the needs of low-income working families; enhances access to high-quality, full-time child care; supports the development of infants and toddlers through strong relationship-based experiences; and prepares program participants for transition into preschool. EHS-CCP Program operations will serve an estimated 108 eligible children, at an approximate cost of $17,878 per child.
PSD operates the Head Start Program, Early Head Start Program, and State Preschool Program in San Bernardino County. The programs provide education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 0 to 5 with the overall goal of increasing the school readiness of young children in economically disadvantaged families. COVID-19 and school closures do not affect the service provided to the children. The children have transitioned to distance learning. Throughout the pandemic, Head Start, Early Head Start, and EHS-CCP program teaching staff have continued their services to children through virtual learning/engagement.
On March 24, 2020 (Item No. 31), the Board of Supervisors (Board) approved the submission of grant applications to ACF for continued support of Head Start Program in the amount of $45,249,526, the Early Head Start Program in the amount of $5,928,640 and the EHS-CCP Program in the amount of $1,930,858, all for the grant period of July 1, 2020 through June 30, 2021.
On June 30, 2020, PSD received the Notice of Awards from ACF for the Head Start and Early Head Start Programs in the combined amount of $51,178,166 and for the EHS-CCP Program in the amount of $1,930,585. The $45,563,327 Head Start Program award consists of $45,027,369 for program operations, $535,958 for Training and Technical Assistance. The $5,614,839 Early Head Start Program award consists of $5,499,241 for program operations, $115,598 for Training and Technical Assistance. The $1,930,858 EHS-CCP Program award consists of $1,886,918 for program operations, $43,940 for Training and Technical Assistance.
In addition to the acceptance of the grant awards, PSD is requesting approval for the Chairman of the Board, the Chief Executive Officer, or the PSD Director to execute and submit any subsequent non-substantive amendments to the awards and other documents required to secure funds for the Head Start, Early Head Start, and EHS-CCP Programs, on behalf of the County, subject to review by County Counsel.
This item is being presented to the Board at this time, as this is the first date available following required operational, fiscal, and legal reviews. Approval at this time will have no impact on PSD’s Head Start, Early Head Start, and EHS-CCP Programs services and activities.
