FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). There is minimal impact to the Department of Public Works (Department) for the approval of the Rosena Ranch Road and Other Roads Project in the Devore area (Project) plans and specifications and authorization to advertise for formal bids. The Project will be funded by Senate Bill 1 (SB1) Road Maintenance and Rehabilitation Account (RMRA) and with Discretionary General Funding allocated for the Department’s annual Maintenance of Effort (MOE) requirement. Sufficient appropriation and revenue are included in the 2021-22 Road Operations budget (6650002000 34H15097).

 

BACKGROUND INFORMATION

The Project involves pavement rehabilitation on approximately five miles of roads including Rosena Ranch Road and other roads in the Rosena Ranch community of Devore. Other improvements include updating existing curb ramps in accordance with current design standards and pursuant to the Americans with Disabilities Act (ADA) guidelines. All work for the Project will be done within the existing right-of-way.

 

On October 26, 2021 (Item No. 50), the Board of Supervisors (Board) determined the Project is exempt under the California Environmental Quality Act, approved the Project as defined in the Notice of Exemption, and directed the Clerk of the Board of Supervisors to file and post said notice.

 

The Project was prioritized by the Board as part of the 2021-22 SB 1 RMRA project list approved on June 22, 2021 (Item No. 68). Updating of existing ADA compliant curb ramps or installation of new ADA compliant curb ramps in the project area are required for the subject road improvements under the federal “2013 DOJ/DOT Joint Technical Assistance on the Title II of the Americans with Disabilities Act Requirements to Provide Curb Ramps when Streets, Roads, or Highways are Altered thorough Resurfacing” guidelines.

The Project aligns with the County and Chief Executive Officer’s goals and objectives of ensuring development of a well-planned, balanced, and sustainable County by preserving and improving the structural integrity of existing road surfaces and providing for the safety of County residents by improving access for all pedestrians.

 

The Project includes an allowance in the amount of $25,000 for differing site conditions associated with subgrade stabilization and/or utility conflicts. 

 

PROCUREMENT

The Project will be advertised to invite formal bids in accordance with section 22037 of the California Public Contract code. The Department anticipates returning to the Board for an award of the construction contract in Spring 2022.
