RECOMMENDATION(S)
Recommendation
1. Approve the retroactive purchase of unbudgeted fixed assets in an amount not to exceed $250,000, for the purchase of nine defibrillators and associated accessories from Zoll Medical Corporation, for use in emergency cardiac intervention.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the $250,000 adjustment to the 2019-20 budget, as identified in the Financial Impact Section, for the purchase of unbudgeted fixed assets (Four Votes Required).

FINANCIAL IMPACT
Approval of these recommendations will not result in the use of Discretionary General Funding (Net County Cost). Arrowhead Regional Medical Center (ARMC) is requesting a budget adjustment in the amount not to exceed $250,000 to cover the purchase of nine defibrillators related to COVID-19 preparedness. The additional expense associated with this item will be offset by increased revenue received through the funding allocated to hospitals through Coronavirus Aid, Relief, and Economic Security (CARES) Act funding. This item authorizes the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to the 2019-20 budget:

BACKGROUND INFORMATION
Approval of this item confirms the purchase of unbudgeted fixed assets and allows for a budget adjustment. ARMC purchased nine defibrillators that will be used at three Alternative Care Sites (ACS), where patients with COVID-19 can receive medical care for the duration of their isolation. As these sites are new and non-traditional health care environments, proper medical equipment and supplies must be available at these sites. Currently, ARMC does not have adequate number of defibrillators to properly prepare the sites for an overflow of patients. Due to this shortage, ARMC purchased nine defibrillators from Zoll Medical Corporation. Defibrillators are devices that restore normal heartbeat by sending an electric pulse to the heart. They are used to prevent or correct an arrhythmia, a heartbeat that is uneven or that is too slow or too fast. Defibrillators can also restore the heart’s beating if the heart suddenly stops
ARMC has taken significant steps to prepare for public health impacts, particularly as the State of California and the County of San Bernardino have declared a State of Emergency due to COVID-19. This mid-year budget adjustment is necessary to ensure ARMC is equipped with medical equipment to treat any potential San Bernardino County patients who may test positive for COVID-19. Approval of this item will provide for the health and safety of County residents by ensuring the readiness of ARMC staff and facilities to treat any potential patients facing health crises, such as COVID-19, as the State of California and United States seeks to mitigate this public health issue.
PROCUREMENT
Purchase of defibrillators and related supplies was a competitive procurement based on Agreement No. 08-88 with Vizient, Inc. (Vizient). Vizient is the primary Group Purchasing Organization offering competitive based agreements that may be utilized by the County for the procurement of supplies and services. The competitive based agreement for this procurement is identified by Vizient as Contract No. CE2544.
The purchase of unbudgeted fixed assets prior to Board of Supervisors approval is allowed under County Policy 11-04 section 8.B. when a local emergency is proclaimed pursuant to Government Code section 8630 or for the preservation of life and property.
The purchase of defibrillators and related supplies from Zoll Medical Corporation is governed by the terms and conditions of the County’s Group Purchasing Organization agreement with Vizient, Inc., which contains several non-standard County contract provisions that had been agreed upon by the Board.
