Approve Amendment No. 1 to Construction Contract No. 24-931 with Cora Constructors, Inc., for the Lake Gregory San Moritz Prefabricated Restroom Project in Crestline, adding to the scope of work, increasing the total contract amount by $43,888, from $410,000 to $453,888, and extending the final completion date by 27 days, from October 25, 2025 to November 21, 2025 (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The contract increase of $43,888 is within the total Project budget. The Lake Gregory San Moritz Prefabricated Restroom Project (Project) (WBSE 10.10.1398), budget of $1,551,600, was approved by the Board of Supervisors (Board) as part of the 2025-26 Capital Improvement Program (CIP) Budget on June 10, 2025 (Item No. 136).
BACKGROUND INFORMATION
On September 24, 2024 (Item No. 52), as the result of Request for Proposals No. ANE223-ANE2C-5409, the Board awarded Construction Contract No. 24-931 (Contract) to Cora Constructors, Inc., in the amount of $410,000, for a contract period of 365 calendar days from the date of the issuance of the Notice to Proceed for the Project.
Approval of Amendment No. 1 (Amendment) to the Contract, in the amount of $43,888, will cover unanticipated costs due to unforeseen site conditions. The changes include the removal of an existing tree not identified in the original project plans, removal of buried concrete debris discovered within an existing gutter, and the installation of a pressure reducing valve necessary to ensure compliance with the California Plumbing Code, which was not originally anticipated during the County’s procurement of the restroom from an out-of-state supplier.
In addition, the overall costs increased due to delays in the delivery of the prefabricated restroom, caused by the permitting requirements of the California Department of Transportation and California Highway Patrol. Further costs were incurred because of an accessible path of travel to the project site for a crane after it was determined that the existing road was unsuitable for its location and inability to support a larger crane. This Amendment will extend the contract term by 27 calendar days, increasing the total contract term from 365 calendar days to 392 calendar days, for a final completion date of November 21, 2025.
The unforeseen conditions, resulting in the additional costs in the Amendment, were discovered after the competitive bid process, and no additional procurement is required. This Project is consistent with the County Administrative Office approved CIP Project No. 23-091. Public Contract Code section 20136 requires all construction contract amendments to have four vote approval by the Board.
