RECOMMENDATION(S)

Recommendation

1.                     Find that allowing the use of San Bernardino County vehicles and communication equipment for San Bernardino County public safety employees participating in the 2022 Baker to Vegas Challenge Cup Relay will serve the purpose of promoting employee morale through camaraderie, physical fitness, teamwork and competition in the law enforcement community.

2.                     Approve the use of San Bernardino County vehicles and communication equipment for the 2022 Baker to Vegas Challenge Cup Relay for the period of April 9, 2022 through April 10, 2022.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Travel and vehicle costs for Sheriff/Coroner/Public Administrator (Department), including lodging and meals for the Department’s executive staff members, will be funded by the Department in the estimated amount of $900. Other costs associated with this event are expected to be minimal and are included in each department’s 2021-22 budget.  All County employees participating in this event will be participating on their own time and not compensated for participation in the event.

 

BACKGROUND INFORMATION

The annual Baker to Vegas Challenge Cup Relay, hosted by the Los Angeles Police Revolver and Athletic Club, Inc., is a 120-mile relay event from Baker, California to Las Vegas, Nevada for law enforcement agencies throughout the United States and Canada. This event began in 1985 and has grown over the years to become the world’s largest law enforcement event. Due to the COVID-19 pandemic, the event was cancelled in 2020 and 2021. This year’s race will be held on April 9, 2022 through April 10, 2022.

 

The use of San Bernardino County resources for this event promotes employee morale through camaraderie, physical fitness, teamwork and competition in the law enforcement community. This year, the Department will have five teams participating in the event and the Probation Department (Probation) will have one team participating. It is estimated that over 150 County employees will take part in the event through running or volunteering to assist those employees who are running.  Additionally, with the Department and Probation directly participating, this event will provide an excellent opportunity to showcase the County’s law enforcement agencies in a positive way.

 

Participating agencies are requesting that County vehicles be used to travel with the runners as well as shuttle runners back to their parked vehicles at the end of their leg of the race, and to provide mobile communications support, as necessary. All individuals driving County vehicles will be County employees and possess a valid California Driver’s License. The following vehicles are requested to be used to assist those participating in the event:

 

                     1-Ford Taurus (Sheriff)

                     1-Chevrolet Impala (Sheriff)

                     1-Ford Bronco SUV (Sheriff)

                     1-Ford F-150 (Sheriff)

                     1-Dodge van (Probation)

                     1-Ford E350 Raytheon Van [Office of Emergency Services (OES)]

                     1-Ford F150 Utility (OES)

                     1-Ford F250 Utility (OES)

                     2-Ford Explorers (OES)

 

In addition, five satellite phones will be used in the event emergency communication is necessary outside the cell phone coverage area.
