Recommendation

Approve and accept Grant Award (State Agreement No. CCTR-5268) from the California Department of Social Services for the General Child Care and Development Program, in the amount of $3,467,859, for the period of July 1, 2025, through June 30, 2026.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The grant award for the General Child Care and Development (CCTR) Program in the amount of $3,467,859 is 100% funded by the California Department of Social Services (CDSS) and does not require a local match. Adequate appropriation and revenue have been included in the Preschool Services Department (PSD) 2025-26 budget.

 

BACKGROUND INFORMATION

PSD will use the CCTR Expansion Program funding to serve 150 children ages zero to three years, residing within San Bernardino County, who are eligible for enrollment in the Early Head Start program, at an estimated annual cost of $23,119 per child. Through a comprehensive services model, PSD aims to increase access to high quality infant and toddler care, education, early identification of mental health or disability needs, family engagement, and engagement with community programs and services.

 

This funding allows PSD to expand the provision of childcare, providing full day care in a healthy and nurturing environment, addressing the lack of affordable infant and toddler care, thereby assisting low-income families by removing an obstacle to adults working full time. Funding will also be used to recruit additional teaching staff and fund ongoing staff development on curriculum, understanding licensing requirements, and promoting children’s school readiness.

 

To receive ongoing funding for the CCTR program, PSD must submit an annual funding application. On January 14, 2025 (Item No. 39), the Board of Supervisors (Board) approved the submission of the initial grant application to the CDSS for the CCTR Program, in the amount of $3,467,859.

 

PSD received notification of the State Agreement on June 25, 2025. However, there was an issue with receipt of the documents due to an incorrect email address. The issue has since been resolved. As a result, this is the first date available following the required operational, fiscal, and legal reviews. Approval by the Board at this time will not impact CCTR program services and activities.
