RECOMMENDATION(S)

Recommendation

1.                     Approve Revenue Contract (State Contract No. CPKS-4073) with the California Department of Education to provide Prekindergarten and Family Literacy Program services in the amount of $15,000 for the period of July 1, 2024, through June 30, 2025.

2.                     Approve Revenue Contract (State Contract No. CSPP-4425) with the California Department of Education to provide California State Preschool Program services in the amount of $7,472,277 for the period of July 1, 2024, through June 30, 2025.

3.                     Approve Amended Revenue Contract (State Contract No. CSPP-4425-01) with the California Department of Education to provide California State Preschool Program services, increasing the contract amount by $445,764, from $7,472,277 to $7,918,041 with no change in the contract term of July 1, 2024, through June 30, 2025.

4.                     Authorize the Chair of the Board of Supervisors, Chief Executive Officer, Director or Assistant Director of the Preschool Services Department to execute any subsequent, non-substantive amendments in relation to the Revenue Contracts mentioned in Recommendation Nos. 1 and 2, for the period of July 1, 2024, through June 30, 2025, on behalf of the County, as required by the California Department of Education, subject to review by County Counsel.

5.                     Direct the Director or Assistant Director of the Preschool Services Department to transmit all amendments in relation to the Revenue Contracts mentioned in Recommendation Nos. 1 and 2, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The recommended revenue contract is 100% funded by the California Department of Education (State) and does not require a local match.  Adequate appropriation and revenue have been included in the Preschool Services Department’s (PSD) 2024-25 budget.

 

BACKGROUND INFORMATION

The California Prekindergarten and Family Literacy Support (CPKS) program supports interactive literacy activities.  The California State Preschool Program (CSPP) includes both part time and full day instruction to provide a core class curriculum that is developmentally and culturally appropriate for the children served.  Since 1999, PSD has provided these programs through a combination of direct and contracted services for children ages zero to five and their families.  The State provides annual funding to PSD for CPKS and CSPP through the recommended revenue contracts.

 

CPKS assists children who receive preschool services at PSD contracted sites with literacy skills.  Services include prereading skill assessments, teacher training on instructional strategies, and the provision of instructional materials.  PSD anticipates serving 840 eligible children enrolled in CPKS in Adelanto, Barstow, Ontario, San Bernardino, and Victorville in 2024-25 at an average cost of $17.85 per child.  These areas were identified by the State as having the greatest need due to low standardized testing scores for elementary school aged children.

 

The CSPP provides education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages three to five countywide, as well as referrals to health and social services for families and staff development opportunities to employees.  CSPP services cover full day and part time childcare and development programs that include nutrition, parental education, information on child development and care with an educational component that is developmentally, culturally, and linguistically appropriate for the children served.  Services will be provided to eligible children, parents of eligible children who are either attending school or are enrolled in a job training program, and families involved with Children and Family Services.  PSD anticipates serving approximately 840 CSPP children countywide in 2024-25, at an average cost of $8,630 per child.

 

On January 10, 2023 (Item No. 28), the Board of Supervisors (Board) approved a grant application to the State in the amount of $7,249,395 for the CSPP for the period of July 1, 2024, through June 30, 2025.  CPKS is a $15,000 grant that does not require an application.  The CSPP grant automatically includes CPKS as PSD serves pre-kindergarten children aged zero to five.

 

This item is being presented at this time as PSD received the State contracts (State Contract No. CPKS-4073 and CSPP-4425) on May 18, 2024.  However, due to an administrative oversight, these contracts were not processed or brought to the Board in a timely manner.  The contracts were processed on August 26, 2024, when the amended state contract CSPP-4425-01 was received.  This is the first date available following the required operational, fiscal, and legal reviews.  Approval by the Board at this time will not impact CSPP and CPKS services and activities.
