Recommendation
Approve non-financial Transfer Agreement with Redlands Community Hospital, to allow the timely transfer of patients requiring specialized cardiac and neurocritical care to Arrowhead Regional Medical Center, for a five-year term, effective upon full execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the non-financial Transfer Agreement (Agreement) with Redlands Community Hospital (RCH) does not have any associated costs. Each facility will be responsible for billing the applicable third-party payors for the costs associated with patient care provided at the respective facilities.
BACKGROUND INFORMATION
Approval of this Agreement will allow Arrowhead Regional Medical Center (ARMC) to accept the transfer of patients from RCH who require specialized cardiac and neurocritical care services. The Agreement supports timely access to advanced procedures such as cardiac surgery, interventional cardiovascular procedures, and the diagnosis and treatment of acute ischemic or hemorrhagic stroke.
This Agreement establishes a formal transfer process between ARMC and RCH to ensure patients in need of advanced cardiac and neurological intervention can receive the appropriate level of care without delay. It also strengthens coordination between the two facilities to promote patient safety, continuity of care, and efficient communication throughout the transfer process.
ARMC recommends approval of the Agreement to enhance coordination of care and improve patient outcomes by ensuring timely access to higher levels of specialized care.
PROCUREMENT
This item is a non-financial interfacility transfer agreement and, as such, is not subject to competitive procurement requirements.
