RECOMMENDATION(S)

Recommendation

1.                     Approve Addendum No. 1 to the bid documents dated May 20, 2024, which provided answers to contractor questions for the Prado Front Gate Renovation Project.

2.                     Approve Addendum No. 2 to the bid documents dated May 28, 2024, which moved the official bid date to June 4, 2024.

3.                     Approve a $1,967,251 increase in the project budget, increasing the project budget from $1,328,895 to $3,296,146, for the Prado Front Gate Renovation Project (WBSE 10.10.1257) located at 16700 Euclid Ave. in Chino.

4.                     Award a construction contract to Rasmussen Brother Construction, Inc., in the amount of $2,325,000, for a contract period of 548 calendar days from the date of issuance of the Notice to Proceed for Prado Front Gate Renovation Project.

5.                     Authorize the Director of the Project and Facilities Management Department to order and execute any necessary changes or additions in the work being performed under the contract referenced in Recommendation No. 4 for a total amount not to exceed $128,750, pursuant to Public Contract Code Section 20142.

6.                     Authorize the Director of the Project and Facilities Management Department to accept the work when 100% complete and execute and file the Notice of Completion.

7.                     Authorize the Auditor-Controller/Treasure/Tax collector to post the necessary budget adjustments within the Capital Improvement Program in 2024-25, as detailed in the Financial Impact section (Four votes required).

On June 13, 2023 (Item No. 99), the Board of Supervisors (Board) approved $30,000,000, in Discretionary General Funding to Community Service Upgrades Reserve Fund (Reserve) which was approved as part of the Fiscal Year 2023-24 budget to fund the Regional Parks Department (Regional Parks) revenue generating upgrades and amenity improvements  set aside $30,000,000 in Discretionary General Funding to the Community Service Upgrades Reserve Fund (Reserve) to fund large scale investments in Regional Parks for future revenue generation. Regional Parks is requesting the use of reserves from the Reserve to fund the Project budget increase of $1,967,251. The appropriation and revenue adjustments recommended are as follows:

BACKGROUND INFORMATION

Approval of the recommended item will result in the awarding of a construction contract to Rassmussen Brother Construction, Inc. for the Project located at Prado Regional Park (Prado) in Chino. The gatehouse has reached it intended life cycle and needs to be replaced and updated with a staff restroom. The new entry gatehouse and monument sign aligns with the County and Chief Executive Office’s goals and objectives to provide improved amenities and aesthetic appearance of Prado for staff, visitors, and the surrounding community. All improvements shall comply with current building code and Americans with Disabilities Act requirements, providing a safer work environment and contributing to increased park attendance, which will generate additional revenue.

 

On April 9, 2024 (Item No. 33), the Board of Supervisors (Board) determined the Project to be categorically exempt from further review under Section 15303(c), Class 3, of the California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations). This exemption allows for new construction of commercial structures not exceeding 10,000 square feet in floor area in urbanized areas.

 

This determination was supported by the Notice of Exemption, which confirms that construction of a new gatehouse and monument sign aligns with the criteria outlined in Class 3 exemptions, thus indicating no significant environmental impact. As such, no additional CEQA review is deemed necessary at this juncture.

 

This Project is also consistent with County Administrative Office approved CIP request No. 22-074.

 

PROCUREMENT

On April 9, 2024, (Item No. 33) the Board authorized the Project and Facilities Management Department (PFMD) to advertise competitive bids. PFMD advertised for bids in the San Bernardino County Sun on April 12, 2024, six Plan Rooms, and on the County Electronic Procurement Network (ePro). On April 24, 2024, 13 contractors attended a mandatory job walk. On May 20, 2024, Addendum No. 1 was issued which provides answers to contractor questions for the Project. On May 28, 2024, Addendum No. 2 was issued, which moved the official bid date to June 4, 2024. On June 4, 2024, the following six bids were received.
