Recommendation
Approve Interim Use Permit with Southern California Edison for the use of a portion of Prado Regional Park, located in the City of Chino, to hold the Annual Southern California Edison Picnic and Lineman’s Rodeo Event occurring Saturday, May 30, 2026, with related camping, set up, and tear down beginning May 18, 2026 through June 5, 2026, for a total revenue amount of $35,260.

FINANCIAL IMPACT
Approval of this Interim Use Permit (Permit) does not require the use of Discretionary General Funding (Net County Cost). Under this Permit, Southern California Edison (Permittee) will pay the Regional Parks Department (Department) a total of $35,260, as detailed in the table below. The following fees are consistent with the Board of Supervisor’s (Board) approved 2025-26 fee schedule:

The Permittee will also submit a $11,750 damage deposit to be used to pay for any damages incurred due to the Permittee’s use of Prado Regional Park (Park) during the Annual Southern California Edison Picnic and Lineman’s Rodeo Event (Event). The Permittee will be responsible for obtaining all necessary permits, licenses, and applicable approvals and securing the required insurance for this Event. Each group tent site is allowed 20 campers at the base rate, and any additional campers will be charged $5 per camper, per night.
BACKGROUND INFORMATION
The Department operates and maintains eight regional parks, including Prado Regional Park, located in the City of Chino, and provides for the rental of park property through Board approved fees. The recommended Permit between the Department and the Permittee allows for a portion of the Park to host the Permittee’s Annual Event, which includes a company picnic, camping, and the Lineman Rodeo.
The Event will not impact the areas generally used by the public for day-use activities, such as the soccer and baseball fields, playground, zero-depth water park, disc golf course, trails, and the front area of the Park. All fees charged to the Permittee are consistent with the 2025-26 Board approved fee schedule.
The Permittee will host the Event for its employees. Permittee has held this Event at the Park for the last eight years, except in 2020 due to the COVID-19 pandemic. This Event will consist of a variety of lineman’s tasks including, but not limited to, pole climbing, a picnic with catered food, bouncers, and other family activities. In addition, the Permittee will provide portable restrooms and trash receptacles for the Event. The Department and Permittee will have staff present during the Event. The Permittee is expected to return the Park to its original condition when the Event is done, and any damage will be assessed as a condition of the deposit requirement.
This recommended Permit aligns with the County and Chief Executive Officer’s goal and objective to operate in a fiscally-responsible and business-like manner by allowing the Department to leverage its amenities and land to raise revenue to support park maintenance and development.
