RECOMMENDATION(S)
Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District:
1. Approve the purchase and installation of a Westnet First-In Fire Station Alerting System, in an amount not to exceed $854,771, for operational support at the fire stations within San Bernardino County Fire Protection District as listed in the Statement of Work.
2. Authorize the Fire Chief/Fire Warden or Deputy Fire Chief to act as signatories on the Statement of Work and project overview, performance reports, and other documents on behalf of the San Bernardino County Fire Protection District related to the Westnet First-In Fire Station Alerting System, subject to County Counsel review.
3. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the budget adjustments to the San Bernardino County Fire Protection District’s 2025-26 budget, as detailed in the Financial Impact section, for the purchase and installation of a fire station alerting system identified in Recommendation No. 1 (Four votes required).

FINANCIAL IMPACT
Approval of the recommended actions will not result in the use of Discretionary General Funding (Net County Cost). The total cost of $854,771 will be funded by the San Bernardino County Fire Protection District (SBCFPD) through the use of available reserves within various regional service zone operating funds.

BACKGROUND INFORMATION
SBCFPD is a community-based, all-hazard emergency services organization providing various services to more than 60 communities/cities under its jurisdiction.
The Westnet First-In Fire Station Alerting System (Westnet System) is a zoned notification system utilizing a series of remote alerting modules placed strategically throughout the fire station to notify fire personnel of an emergency call in the quickest, safest, and most advanced means possible. Some of the fire stations have fire station alerting systems that are outdated and can no longer be supported.
The Westnet System requires SBCFPD to sign the Statement of Work and the Acceptance Test Plan and Final System Acceptance Certificate. Approval of Recommendation No. 2 will provide authority to the Fire Chief/Fire Warden or Deputy Fire Chief to accept this work and sign these documents.
Approval of the recommended actions will enable SBCFPD to proceed with the procurement and installation of the Westnet System.
PROCUREMENT
The Westnet System will be purchased pursuant to an addendum to the contract approved by the Purchasing Department with Sourcewell, based on the competitive procurement and participating contract with Westnet LLC (Contract No. 042021-WNT).
