RECOMMENDATION(S)

Recommendation

Approve non-financial Memorandum of Understanding with Inland Empire Health Plan, including non-standard contract terms, for the Department of Public Health to provide health education presentations, effective upon execution through December 31, 2026.

FINANCIAL IMPACT

This item is non-financial in nature and does not impact Discretionary General Funding (Net Count Cost).  The cost of providing these presentations will be funded by the State of California through existing Department of Public Health (DPH) grants, depending on the subject matter and intended audience. 

 

BACKGROUND INFORMATION

DPH has offered health education presentations in partnership with Inland Empire Health Plan (IEHP) since 2015.  Under the terms of the recommended Memorandum of Understanding (MOU), both agencies will continue to provide these presentations to the community to increase nutrition awareness and improve participants’ overall health and well-being.  Approval of the non-financial MOU allows for the integration of Nutrition, Education, and Obesity Prevention (NEOP) education into IEHP’s health model, which promotes the County’s objectives of working with other agencies with a focus on health and nutrition and allows DPH to meet community outreach objectives.

 

DPH will provide health education presentations at designated IEHP sites.  Topics include, but are not limited to, nutrition, physical activity, senior health, lead testing and prevention, and home safety and injury prevention.  Healthcare providers and local health departments are encouraged to collaborate and make their communities healthier by educating the public on various health topics and providing resources.  

 

The MOU with IEHP includes the following terms that differ from the standard County contract terms: 

                     The MOU does not include County standard insurance or indemnity requirements. The insurance limits are not specified, and the MOU contains mutual indemnification language.

                     Potential Impact:  IEHP agrees through the MOU to maintain insurance coverage deemed prudent and customary to protect against liabilities arising out of the performance of terms, conditions, or obligations of the MOU.  Both County and IEHP agree through the MOU to indemnify each other from liability arising from the MOU.  These terms are sufficient to mitigate Risk to the County.

 

DPH recommends approval of this item, including non-standard terms, to formalize a partnership between DPH and IEHP, to provide a variety of health presentations to the community.
