Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District, approve revenue agreement with the City of Victorville for their participation in the Household Hazardous Waste Collection Program from September 11, 2022, through June 30, 2027, in the total compensation amount not to exceed $761,019.36.

FINANCIAL IMPACT

Approval of this revenue agreement will not result in the use of Discretionary General Funding (Net County Cost). The City of Victorville (Victorville) will compensate the San Bernardino County Fire Protection District (SBCFPD), Household Hazardous Waste (HHW) Section a total of $761,019.36 over the term of the agreement for the cost of their participation in the HHW Collection Program. The following reflects the annual compensation amount for HHW services in Victorville.

The annual amount for the first year is prorated due to the agreement’s start date. The amounts above include annual inflationary increases ranging from 3.25% to 4.0%.  The amounts also include an annual discount of $13,200 as reimbursement to Victorville for some of its staffing costs at the HHW facility.

 

Appropriation and revenue related to this agreement are included in SBCFPD’s 2022-23 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The California Public Resources Code (Section 47000 et seq.) requires cities and counties to provide household hazardous waste collection programs for the safe collection, recycling, treatment, and disposal of hazardous waste generated by households that should be separated from the solid waste stream. San Bernardino County (County), along with the cities/towns within the County, have developed a countywide cooperative program for the collection and management of household hazardous waste and pharmaceutical waste excluding controlled substances. This program, known as the Household Hazardous Waste Collection Program (HHWCP), is operated by SBCFPD’s HHW Section. SBCFPD contracts with all of the cities and towns within the County, excluding the City of Fontana who operates its own program, for participation in the HHWCP.

 

The existing agreement with Victorville for their participation in the HHWCP ends on September 10, 2022. Victorville desires to continue to protect the welfare of its residents and personnel through the removal of hazardous waste from homes so that the waste will not pose a danger in the event of a fire or other emergency incident. The recommended agreement will allow Victorville to continue to participate in the HHWCP through June 30, 2027.

 

Approval of the recommended agreement will formalize the terms, conditions, and obligations of each party as they relate to participation in the HHWCP. In accordance with the agreement, SBCFPD will be responsible for managing household hazardous waste generated by the residents of Victorville.  SBCFPD will also be responsible for providing annual waste reports to Victorville and the California Department of Resources Recycling and Recovery (CalRecycle).  Victorville will operate and staff their own HHW collection facility, with SBCFPD providing various services associated with the HHWCP, including the removal of waste and the training of Victorville staff.  Victorville shall retain any revenue from the recycling or disposal of Cathode Ray Tubes and electronic waste.
