Recommendation

Approve Amendment No. 1 to Service Agreement No. 20-642 with Becton, Dickinson and Company, Inc., for service maintenance and parts of Biotyper medical instruments, increasing the contract amount by $89,640, from $71,352 to $160,992, and extending the contract period for three years, for a total contract period of September 1, 2020 through April 2, 2026.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $89,640 for service maintenance and parts of Biotyper medical instruments is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2022-23 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

This Amendment with Becton, Dickinson and Company, Inc. (BD) will allow ARMC to continue to maintain the service and parts for the Matrix Assisted Laser Desorption Ionization (MALDI) Biotyper instrument used by ARMC’s Laboratory Microbiology Division. Maintenance includes one planned maintenance visit per year, with unlimited onsite emergency service visits, one cleaning visit, and software updates. The MALDI is a mass spectrometer which provides automated identification of bacteria. The instrument provides for the safety, health, and social services needs of county residents as ARMC’s Microbiology Laboratory will have the equipment necessary for identification of bacteria in patient culture specimens. BD is the sole vendor certified to perform maintenance and parts replacement services on the MALDI.

 

On August 11, 2020 (Item No. 11), the Board of Supervisors (Board) approved Service Agreement No. 20-642 with BD for service maintenance and parts for Biotyper medical instruments used by ARMC, in the amount of $71,352, for the period of September 1, 2020 through April 2, 2023.

 

ARMC recommends the approval of this Amendment to allow ARMC to continue with uninterrupted service and parts of MALDI provided solely by BD. 

 

PROCUREMENT

This is a non-competitive procurement as a result of the proprietary nature of the instruments and related supplies purchased by ARMC and serviced by BD. BD provides a comprehensive maintenance package and has specialized expertise/training as the sole vendor certified for maintenance of this equipment. The Purchasing Department continues to support this non-competitive procurement.
